002B - INSTALLATION OF BIO-METHANATION PLANTS AT SONSODDO

*WILL the Minister for Urban Development be pleased to state: 

(a) the current status of the Sonsoddo garbage dump with regards to treatment of both the legacy waste accumulated over the past many years as well as the waste generated and collected daily with details of the quantities, types of waste generated, inherited, treated, etc.; 
(b) the current status of the installation of bio-methanation plants at Sonsoddo with details of the number and capacity of the plants to be installed; 
(c) the response to the Expression of Interest floated for the installation of the plants with copies of the EoI and the communications received by way of responses to the EoI with  names, addresses and qualification/experience of the agencies/companies that have responded; 
(d) whether the exact location of the proposed bio-methanation plants has been finalized; if so, the details of the area required to set up the plants and the land available for this purpose; 
(e) the technical/technological details of the above project including the various types of technology available; whether any particular technology has been finalised and the procedure by which the technology has been/will be finalised; and 
(f) the financial details of the above work including estimated cost, means of raising finance, methodology of operation of the plants, etc.?

WILL the Minister for Urban Development be pleased to state:By Shri Milind Naik, Minister for Urban Development;
(a) the current status of the Sonsoddo garbage dump with regards to treatment of both the legacy waste accumulated over the past many years as well as the waste generated and collected  daily with details of the quantities, types of waste generated, inherited, treated, etc.;   

Sir, Goa Waste Management Corporation is undertaking the remediation of the old legacy waste dump at Sonsoddo. Remediation works at Sonsoddo site commenced in December 2019

          Margao Municipal Council generates around 40 M.T.D Wet Waste and 18 M.T.D Dry Waste. 

       

(b) the current status of the installation of bio-methanation plants at Sonsoddo with details of the number and capacity of the plants to be installed; 

 

 

 

 

  “Expression of Interest for setting up of two Bio-Methanation plants with electricity generation of capacity 25 TPD for Margao Municipal Council” was invited by Margao Municipal Council. Scrutiny of proposal is in progress.   

 

(c) the response to the Expression of Interest floated for the installation of the plants with copies of the EoI and the communications received by way of responses to the EoI with names, addresses and qualification/experience of the agencies/companies that have responded; Details are as per Annexure-‘A’ 
(d) whether the exact location of the proposed bio-methanation plants has been finalized; if so, the details of the area required to set up the plants and the land available for this purpose; 

The exact location of the proposed Bio-Methanation plant has not been finalized.  

 

 

(e) the technical /technological details of the above project including the various types of technology available; whether any particular technology has been finalised and the procedure by which the technology has been/will be finalised; and The technical/technological details submitted by the agencies are as per Annexure- ‘A’ 
(f) the financial details of the above work including estimated cost, means of raising finance, methodology of operation of the plants, etc?Margao Municipal Council has replied that based on the proposal approved by the Technical Committee appointed by the Government, necessary estimates will be prepared. Work will be taken up by utilizing Finance Commission Grants.

(c) whether any white paper is issued with respect to coal allotment to Goa; furnish details; 
(d) furnish copies of all agreements / MOUs/Legal documents singed with  ‘aXYKno capital Services Ltd.’ along with the tender copies, work order copies, list of bidders who participated in the tender, scope of work, bills raised, bills pending and bills cleared as on date;  
(e) whether the Government has taken initiatives to finalize Mine Developer and Operator (MDO) till date; if so, furnish details; if not, reasons thereof ;  
(f) whether the Government has sought additional time from the Union Coal Ministry to appoint a Mine developer-cum-operator and/or to pay the performance guarantee for the coal block. If so, state the response of the Ministry and the steps the Goa Government has taken to comply; and 
(g) whether the Goa Government is aware of the recent call by the UN Secretary-General to cancel all planned coal projects around the world “to end the ‘deadly addiction’ to the most polluting fossil fuel”, the steps the Goa Government intend taking in this aspect?
