“This House unanimously resolves and strongly recommends the Government to establish mandatory guidelines and a comprehensive framework to identify and affirm the essential public utility and administrative significance of Government properties. In recognition of their critical role in operational, developmental and emergency related functions, it is further recommended that all Government properties within the jurisdiction be accorded statutory protection. This includes ensuring uninterrupted access through an unobstructed vehicular easement, free from encroachments, unauthorised constructions, or any form of impediments that may hinder access.”

“This House strongly recommends the Government to enact a Legislation, in a time bound manner and in any case not later than six months, to establish and regulate crematorium/burial grounds for all sections of the society, at all Panchayats in the State of Goa. The Government to acquire land and set up facilities at the earliest and hand them over to local self-Government bodies for the benefit of all sections of society as in many places in Goa people are still facing grave difficulties in conducting final rites of the deceased members in a dignified manner”.

Ambulance facility in Bicholim Villages

Rising Fear and concern by the Villagers of Bicholim, and Latambarcem Area, due to a lack of a consistent Ambulance facility in the area. Currently, only one ambulance covers the entire village region of Bicholim, which is stationed near Latambarcem VP. The villages in Bicholim are geographically scattered, and hence, when one ambulance is on call or engaged, it takes a longer time to wait for a substitute ambulance. Therefore, it’s a sincere request to the Government to provide us with another ambulance, in the interest of providing timely emergency healthcare.

Delay in the construction of Bicholim Bus Stand

Fear, anxiety, and confusion grip the minds of Bicholim\'s people regarding the snail-paced and lethargic work on the Bicholim Bus Stand. The construction of the Bicholim Bus Stand commenced in April 2022.

We had thought—and had been promised—that the project would be completed within two years, as stated in the work order. Hence, we offered no suggestions for changes to the original design or structural reforms. We understand that governance is a continuous process, so we have extended our full cooperation and patiently awaited its completion.

In 2023, we raised a question in the Hon\'ble Goa Legislative Assembly about the slow progress, as work on the project had halted entirely for several months. We repeatedly highlighted the delays during zero-hour sessions and conducted multiple joint inspections. Despite my best efforts to make the department proactive, I am deeply saddened that it is now the third year, and the project remains only approximately 70% complete, with substantial work still pending.

These are essential public utility projects that demand immediate action, efficient financial support, and proactive construction techniques—to deliver the promised utility to people who have placed their trust and confidence in the government.

The people of my constituency have suffered immensely. They endure a tin-sheet-protected shelter in scorching sun and relentless rain; shop owners run their businesses from tiny, makeshift setups while half-baked in the heat; and buses, regular commuters, and students using the facility have faced ongoing hardship.

My sincere request to the Government: There has already been far too much delay in constructing the Bus Stand. I urge the Government to immediately engage additional workforce to significantly boost efficiency and expedite completion.

Fear, Anger and resentment in the minds of people of Nandoa, Latambarcem, Part of Sal and surrounding area in Bicholim Constituency,  monkeys are posing a serious threat to Livelihood, life, agricultural produce and even kids in this region, i have also raised zero hour previously in the assembly, and this assembly i have asked question,, i will like the Govt to provide me with categorical action points the Govt intends to take in this matter.

Redefining and restructuring the mining lease area

Residents of Lamgao and Mulgao villages in Bicholim are gripped by fear, apprehension, distrust, and depression due to the government\'s inability to exclude domestic structures—such as houses, temples, and the panchayat house—from the current mining lease demarcation area.

I have repeatedly raised this plight in previous Assembly sessions through questions and zero-hour mentions, receiving a categorical assurance that the government would respect the sentiments of these residents. Regrettably, no action has followed.

These lease boundaries are predated and redundant, predating even the Portuguese era. I earnestly urge the government to redefine them afresh, constitute an action committee, and resolve this long-pending issue once and for all by excluding the entire residential and religious areas of these villages from the mining lease. I further request the Minister to prioritize this matter on an urgent basis

There is growing anxiety and fear among our people of Goa following the recent High Court directives regarding the widening of district roads, state highways, and rural roads. Many residents and business owners are in a state of panic, worried that their homes and commercial establishments may be demolished in the process, as they have received notices for the same.

I urge the Government to take proactive and compassionate measures to safeguard the interests of the affected citizens while implementing these necessary infrastructure improvements. I request that the Govt. to ensure full transparency, and consult with the public whenever needed and be considerate.  It is crucial that no arbitrary or blanket demolitions are undertaken, and that the dignity and rights of our people are respected and upheld.

The steps the Govt intends to take in this matter.

Will the Minister for Education be pleased to state:

a. whether the Government has conducted any survey/assessment to identify schools which are presently non-functioning/closed in the State; if so, furnish the details thereof;

b. the complete list of all such non-functioning/closed schools in the State, indicating the name and address of the school, the Management (Government/Aided/Unaided), the Constituency in which the school is located, the year of establishment and year of closure/non-functioning, the sanctioned strength of teaching and non-teaching staff, the actual staff in position at the time of closure, the student strength in the last academic year of functioning;

c. the reasons for such schools becoming non-functioning/closed, such as low enrolment, staff shortage, infrastructure issues, merger with other schools, administrative decisions, or any other reasons, furnish detail; the present physical condition/status of the buildings and premises of such schools, including whether they are maintained and secured vacant/abandoned, encroached upon or being used for any other public purpose;

d. whether any assessment has been carried out regarding the safety, structural stability, and usability of these school buildings; if so, furnish the details thereof; whether the Government proposes to revive, reopen, merge, relocate, or repurpose these non-functioning schools; if so, furnish the constituency-wise details along with timelines; the funds allocated and expenditure incurred during the last five years towards maintenance, security, and upkeep of such non-functioning schools; and
