Refer Bulletin Part II No 71 dated 14-09-2022 with regards to Merger of 2/3rd of the Indian National Congress Legislature Party (“INC”) in to the Bharatiya Janata Party (“BJP”)
I would like to move the following Zero Hour Mention to the Hon’ble Chief Minister of Goa.
“Fear and Anxiety in the minds of the people of all people commuting by the road at Dhauji in Cumbharjua Constituency over the traffic chaos and delays. It has been a regular scene at the Old Goa-Dhauji manned railway crossing. The lane-discipline is never obeyed. Normally cars queue up on the left side of the road. Though the right side is meant to be kept vacant for on coming vehicular traffic, it is always the two-wheelers who rush in from every direction and block the entire road. The situation escalates to chaos when an Ambulance carrying a critical patient waits to cross once the gates are lifted. Moreover, the long wait at the manned railway crossing poses risk to critical patients carried by Ambulances who need to reach GMC from the villages of Gaundalim, St. Estevam and Cumbharjua.

Fear and anxiety has risen in the hearts and minds of the residents of divar island with the rising tides in the river Mandovi that forced the shut down of ferry services to Old Goa from Divar ferry wharf due to flooding of Mandovi river.
It is needed to raise the approach road to the ferry wharf leading to Old Goa by over eight feet and need to raise the height of the bundhs surrounding the island of Divar so as to prevent flooding of the fields and the island due to high tides, especially during monsoon season.

(a) whether the Government is aware that the farmlands in the Village of Carambolim, Divar Island, Corlim in Cumbharjua Constituency lie inundated and flooded with saline water due to intentionally mismanaged sluice gates by the lease holders in connivance with members of the Managing Committee of Tenant Association who manages these sluice gates for the purpose of enabling a lucrative fishing activity in the inundated paddy fields/agricultural land; if so, furnish the chronological report of the steps taken by the Department along with copies of Inter-Departmental correspondence with regards to inspection carried out by the Mamlatdar of Tiswadi at Khodpachem Manos in the Village of Goltim in Divar island on the 10th of February, 2023;
(b) furnish the chronological report of the action ordered by the Government through enforcement agencies against the lease holders and members of the Managing Committee of the Tenant Association of Khodpachem Manos for mismanaging the operation of the concerned sluice gates?

(a) whether the Government is aware that Orders were passed by the Courts of Law stating that the Waste Management Plant at Bainguinim must be allowed to be developed and commissioned at the planned location in land bearing Survey No. 20/1-I. 20/2-A and 20/3-A-1 at Bainguinim; if so, furnish in chronological order, the steps taken by the Government against the encroachment by Real Estate Developers in construction and sale of residential units in the buffer zone of the Waste Management Plant;
(b) furnish copies of the correspondence between the following offices with reference to this gross encroachment by the Real Estate Developers into the Buffer Zone of Waste Management Plant:
(i) Department under Ministry of Waste Management and Department of Town and Country Planning;
(ii) Department under Ministry of Waste Management and the Village Panchayat of Se at Old Goa;

(b) provide in a tabular format, a list of all the land the Government is presently acquiring in Cumbharjua Constituency mentioning area of the land, survey number, sub- division numbers and Village in the Cumbharjua Constituency, furnish the reason for acquisition of the said land including under which Department the said land is being acquired and details of the project as in file number and present status of the file; and
(c) provide in a tabular format, a list of all the land the Government has acquired in the last five years in Cumbharjua Constituency mentioning area of the land, survey numbers, sub-division numbers and Village in the Cumbharjua Constituency, furnish the reason for acquisition of the said land including under which Department the said land was acquired, the status of the project and details of the project as in file number and present status of the file?
