“Fear and anxiety in the minds of people of Mormugao Constituency with regards to movement of Cargo Vehicular Traffic from Gate no. 9 at Mormugao Port as Mormugao Port Authority (MPA) failed to obey its own circular of movement of Cargo Vehicular Traffic from Gate No. 1 instead of Gate No. 9, except during the stay of cruise vessel at the cruise terminal. The road from Mormugao Port Gate No. 9 upto Sada Junction passes through densely populated residential area and also accident prone stretch, thus risking lives of thousands of people with the movement of heavy traffic to and fro. Further there is spillage of cargo which is causing severe dust pollution. MPA issued yet another Circular with respect to dust suppression measures at the port to mitigate the dust pollution. Again MPA failed to comply with the circular by not checking on the cargo vehicles for its compliance on cargo spillage and also while handling at the port. I appeal to the Government to kindly look into the matter urgently and take necessary measures to ensure that MPA comply to its circular in the interest of public at large”.

“Fear and anxiety in the minds of people of Mormugao, Vasco-da-Gama and Goa at large due to the increasing numbers of beggars in the cities. These beggars have made begging a business and have started executing the business very systematically. The beggars chase people visiting restaurants, banks, Markets, Shops, worship places and also at the traffic signal joints to extract money from the citizens and also from tourists thus creating menace in the city. The antecedents of these beggars are also not known with no Police verification. They also use several children as props for begging and create sympathy in the mind of people, thus pushing the children in this profession depriving them of their basic rights of good life and education. Further, they are also made to indulge in activities like selling of pens, balloons, toys, etc. I appeal to the Government to kindly look into the matter urgently, may be by implementing the Anti-Begging Act to stop the harassment to citizens and also to rescue such children who are exposed to risk and anti-social activities”.

“Fear and anxiety in the minds of the Taxi Operators at Mormugao Port as there is apprehension of operation of ‘Water Taxi’ by one M/s. Vijay Marine Services at the Cruise Terminal of Mormugao Port. The local Taxi Operators are worried about their livelihood as they are fully dependent on taxi business at Mormugao Port. Has the Government given any permission to M/s. Vijay Marine Services or any other firm to operate ‘Water Taxi’ at Mormugao Port? I appeal to the Government to kindly look into the matter urgently to safe guard the interest of our local Taxi operators at Mormugao Port who earn their daily bread on taxi business”.

“ Fear and anxiety in the minds of the traditional Yellow-Black Taxi and Tourist Taxi operators at Dabolim International Airport with the commencement of Manohar Mopa International Airport. These taxi operators at Dabolim International Airport are solely dependent on taxi business at the airport for their livelihood with no other source of income. They fear that with the commencement of Manohar Mopa International Airport, Dabolim Airport will eventually be closed and thus there is apprehension in their minds about the impact on their livelihood. What steps does the Government intends to take to safeguard the interest of these taxi operator at Dabolim International Airport”.

“Fear and anxiety in the minds of the people, especially the traditional fishermen of Katem Baina beach area in Mormugao constituency, due to discharge of sewage from Sewerage Treatment Plant (STP) at Katem Baina Beach by Sewerage & Infrastructural dev. Corporation of Goa Ltd. The fishing community and the people residing in the area have been complaining about the foul smell, the water pollution and the place turning into unhygienic thus creating breeding ground for mosquitoes. Due to this water pollution the fishing activities of our traditional fishermen at Katem Baina have been hampered thus affecting their livelihood. If no action taken on time, then it will adversely affect the health of the locals, their fishing activities and the tourist visiting the Baina beach. Hon. Minister for Environment may please look into the matter urgently.”

(a) whether the road from Mormugao Port Gate No. 9 near Road Over Bridge upto Sada Junction is a busy road with continuous traffic flowing from either side and the area is thickly populated with the number of residential houses and commercial establishments along the road;
(b) whether the plying of heavy vehicles to and from port has become dangerous for the public as this stretch of road is basically a slop where there is a regular traffic congestions and accidents experienced on this road risking lives of the people;
(c) if so, whether the Government issued permissions to such vehicles to and from Gate No. 9 of Mormugao port to ply on this route i.e. from Gate No. 9 near Road Over Bridge to Sada Junction connecting NH17B which is a busy road having number of houses alongside and densely populated;
(d) whether the Gate No. 1 of Mormugao Port is also connected to road from Harbour upto Sada Junction which is further connected to NH17B; if so, the reason such vehicles to and from Port are not permitted from Gate No. 1 instead of Gate No 9 as there are no houses along this road?

(a) the measures the Goa State Pollution Control Board (GSPCB) has taken to control the coal dust pollution arising due to unloading, handling and stacking of Coal at Mormugao Port;
(b) whether it is a fact that there has been a lot of spillage of coal during transportation by trucks on road and by wagons on rail; if so, the measures taken by the Government to stop the spillage of coal that is creating a pollution hazard not only in Mormugao Constituency but throughout the route to its destination;
(c) whether the GSPCB conducts inspections or routine checks to ensure whether the norms are followed; if so, furnish the copy of reports; and
(d) whether the GSPCB or the Ministry of Environment has emphasized or made it compulsory to cover coal wagons with hard-top-covers instead of tarpaulin to control the spillage of coal and dust pollution?

(a) the measures the Goa Waste Management Corporation (GWMC) has taken to ensure that no incidents like major fire break out at Mormugao Solid Waste Treatment Plant that occurred recently would not occur in future;
(b) whether there are any plans of the GWMC to install surveillance cameras at Mormugao Solid Waste Treatment Plant for close monitoring;
(c) the quantum of legacy waste dumps at Mormugao Solid Waste Treatment Plant;
(d) the time frame by which these legacy waste dumps at Mormugao Solid Waste Treatment Plant will be cleared by the Government; and
(e) whether the GWMC has floated any tender to clear legacy waste?

(c) whether there is any shortfall in the present strength vis-à-vis the sanctioned strength; if so, the details thereof;
(d) whether the Government intends to fill up the shortfall/vacant positions; if so, the timeframe by which these vacancies will be filled; and
(e) the details of the sanctioned number of police vehicles and the present number with details thereof; and whether there is any shortfall; if so, the timeframe by which the required police vehicles will be allotted?
