Cardiac Care Unit (CCU) in District and Sub-District Hospitals

“This House unanimously resolves and recommends the Government to establish  a fully-equipped Cardiac Care Unit (CCU) and a General Surgery Department in District and Sub-District Hospitals across the State, with provision of essential infrastructure, modern diagnostic and surgical equipments, specialist doctors, trained nurses, paramedical staff, ambulances, referral support systems and tele-medicine linkages, so as to decentralise Secondary and Tertiary healthcare services, thus reducing patient load and waiting at the Goa Medical College and ensure timely emergency and elective Cardiac and Surgical care closer to the patients home and improve the overall access to quality Public healthcare in Goa.”

Regulate the Lifts and Escalators

“This House unanimously resolves to urge the Government to take immediate steps to regulate the lifts and escalators in the State of Goa. Lifts, escalators are being used in residential and commercial premises Open lifts are used during the construction phase of various buildings and it is not being regulated by any Department of the Government of Goa. Fire and Emergency Services Department may be made the Nodal Department for issuance of compulsory prior permission to install such lifts and escalators in the State with immediate effect.”

Reverse Vending Machine (RVM) and Deposit Refund Scheme (DRS)

“Attention of the House is drawn as regards the concern of people and stakeholders such as Village Panchayats, industry associations, on the introduction of the Reverse Vending Machine (RVM) and Deposit Refund Scheme (DRS) without any awareness, orientation and training in the working of the scheme and the equipments. Though the objectives are laudable as it is reduce the non- biodegradable waste and encourage responsible disposal of mainly alcohol and PET bottles, multi layered wrappers and milk cartons, the apprehension is that RVMs are turning into white elephants and gathering dust after installation without any proper awareness, orientation and training. The steps the Directorate of Panchayats will take to ensure that the scheme of RVMs and DRS will effectively operate at the ground level including making such arrangements mandatory in shopping malls and shopping departmental stores/marts”.

Special Intensive Revision (SIR) of electoral rolls

“Attention of the House is drawn to firstly place on record the Government’s appreciation for the successful implementation of the Special Intensive Revision (SIR) of electoral rolls currently underway in the State, which has significantly contributed to improving the accuracy and credibility of the voter list. While the SIR is a commendable step, the attention of the House is drawn to the continuing issue of names of deceased persons remaining on the electoral rolls for extended periods.Despite deaths being duly registered with Government authorities, the corresponding deletions from the electoral roll are often delayed or not initiated, which affects electoral integrity and creates scope for misuse. At present, deletion requires a separate application under the Registration of Electors Rules, 1960. It is submitted that the Government may consider instituting a simplified, mandatory, and time-bound mechanism whereby issuance of a death certificate triggers facilitation of deletion of the deceased person’s name from the electoral roll through Form 7 or its digital equivalent. A formal forwarding and tracking system be put in place to ensure transmission to Election authorities and completion of deletion within a defined timeline, with due acknowledgment to the families, examine and implement such statutory or administrative measures, in coordination with the Election authorities, to sustain and build upon the gains achieved through the SIR process. The steps the Government intends to take in this regard.”

Goan transporters at the Mormugao Port

“Attention of the House is drawn to the urgent matter concerning severe livelihood disruption among Goan transporters at the Mormugao Port and its adverse impact on the State's economy. There is widespread financial distress among local transporters, many of whom now have idle trucks and uncertain future due to warding of transportation contracts to outsiders at the Mormugao Port. Transporters businesses support many livelihoods, including drivers, cleaners, puncture‑shop owners and mechanics. If this continues, Goan businesses will collapse. The steps the Government intends to take in this regard.”

Some of these agencies are allegedly engaging in charging exorbitant fees, providing misleading information about job offers, and failing to fulfill contractual agreements with the workers. The steps the Government has taken to monitor and regulate these agencies.

Mormugao Constituency due to irregular PWD water supply

“Attention of the House is drawn on the plight of the people of Mormugao Constituency due to irregular PWD water supply for many days, due to which people are facing a lot of hardship and inconvenience. Sometimes there is no water for continuously for 3-4 days. At times there is water for just one or two hours, but with low pressure as a result, people residing at the higher altitude do not get water at all. The steps Government intends to take in this regard.”

Sharp Increase in Minimum Land Rates in Mormugao Taluka affecting common man

Attention of the House is drawn to the serious concern among the people of Goa, particularly in Mormugao Taluka, regarding the steep increase in the newly revised minimum land rates. The revised rates have reportedly increased in the range of 597% to 2857% in various areas of Mormugao Taluka, which is excessive, unreasonable and far beyond the reach of the common man. This sharp rise has made it extremely difficult for ordinary citizens to purchase land and has also resulted in a substantial increase in stamp duty and registration charges. Additionally, the revision has tax implications for both buyers and sellers, further increasing the financial burden. Steps the Government intends to take in this regards.

Request for additional Dialysis shift at Sub District Hospital Chicalim to benefit Mormugao patients

Attention of the House is drawn to the serious concerns and hardships faced by dialysis patients from Mormugao Taluka. The dialysis unit at the Sub-District Hospital, Chicalim, operated by Apex Kidney Care, presently has a capacity of 12 beds but is functioning only up to 6:00 p.m. each day. Due to this limited operational time, several patients are compelled either to wait for long hours for their scheduled dialysis or to travel to other centres such as GMC Bambolim or Margao to receive treatment. This situation causes significant inconvenience, physical strain, and additional expense to patients who already require regular and time-sensitive medical care. In view of the increasing number of dialysis patients in the region, it is requested that a fourth shift be introduced at the dialysis unit from 6:00 p.m. to 10:00 p.m. This will help accommodate more patients, reduce waiting times, and ensure that residents of Mormugao Taluka are able to access timely dialysis services closer to their homes. Steps the Government intend to take in this regards.

Safety of women tourists in Goa

Attention of the house is drawn to the matter of urgent public importance concerning the safety and dignity of women tourists visiting our State. In recent times, there has been a noticeable incidents where women tourists have reportedly faced harassment, particularly in beach areas and other popular tourist locations. Such incidents are deeply concerning and risk tarnishing the image of Goa as a safe, welcoming, and world-class tourism destination. Tourism is the backbone of Goa’s economy, and the safety of every visitor, especially women, must remain a top priority. This can create a perception of insecurity that may adversely affect the confidence of tourists and, in turn, the livelihood of thousands of Goans who depend on tourism. Steps the Government intends to take in this regard.

Attention of the house is drawn to the acute shortage of technical staff and administrative staff at Ravindra Bhavan, Baina. Essential posts such as Sound Operator, Light Operator, Stage Assistant, MTS, LDC and Store Clerk are required, and their absence is hampering the day-to-day functioning and smooth conduct of cultural programmes. Ravindra Bhavan Baina plays an important role in promoting art, music, dance and theatre, providing a platform for local artists to showcase their talent. Although there are regular bookings for cultural events, and other programmes, the shortage of staff is affecting its efficient functioning. Steps the Government intend to take in this regard.

Non-Reinstatement of Dug-Up Roads and Pavements Along NH-566 Posing Threat to Public Safety

Attention of the house is drawn to the serious inconvenience and danger being faced by residents of the Mormugao Constituency and commuters along NH-566 at Headland Sada and Bogda due to the non-reinstatement of roadside shoulders and pavements dug up in preparation for the Formula 4 Circuit Race. The damaged stretches pose a grave threat to public safety, with exposed metal rods and concrete debris creating hazardous conditions for pedestrians and motorists. Now that the Formula 4 Circuit Race has been cancelled in the region, it is imperative that these excavated and damaged portions are immediately reinstated for the convenience and safety of the public. Steps Government intend to take in this regard.

*WILL the Minister for Environment and Climate Change be pleased to state:

  1. whether any complaints have been received by the Department regarding foul odour and airborne pollution allegedly emanating from cargo handling activities at Mormugao Port; if so, the details thereof, including the number of complaints received, dates, nature of grievances and the action taken thereon;
  2. whether any meetings have been convened or site inspections conducted in connection with the above complaints; if so, the details thereof, including dates of inspection, officials/agencies involved, observations recorded, and corrective measures initiated;
  3. the details of No Objection Certificates (NOCs) and/or Consent to Operate (CTO) permissions granted to cargo handling agencies operating at Mormugao Port, including validity period and conditions imposed; 
  4. whether any NOCs and/or Consent to Operate permissions have been granted for the handling of dust-generating or “dirty” cargo such as bauxite, gypsum, coal, or similar bulk materials at Mormugao Port; and

  1. the details of electric vehicle (EV) charging stations presently installed and operational in the State;
        (i) location-wise and taluka-wise details thereof; and
        (ii) classification-wise details indicating fast chargers, slow chargers and public versus private charging stations;
  2. the total power load sanctioned and power consumption attributable to EV charging stations in the State, year-wise since 2021–2022;
  3. whether the Electricity Department has made any special arrangements or infrastructure upgrades to meet the growing power demand arising from electric vehicle charging; if so, the details thereof, including feeder augmentation, dedicated transformers or time-of-day tariffs;
  4. whether any special tariff, subsidy or incentive is being provided for EV charging stations or EV consumers; if so, the details thereof; and if not, the reasons therefor; and 
  5. the future plan of the Electricity Department for expansion of EV charging infrastructure across the State, indicating proposed locations, timelines and estimated power requirement?
