“This House resolves that the Government makes provision for constructing Western Bypass on Stilts at Benaulim on the basis of the facts that on 5th July 2022 and 5th July 2023, the entire catchment area at Benaulim and the carrying capacity of River Sal were overflowing at High Tide and with heavy rains at the same time, which proved that the Study Report provided by the WRD wrongly produced Rational Formula and Ryve's formula which showed wrongly derived Peak Flood Discharge and Discharge capacity of the River Sal."

“This House strongly recommends the Government to   make provision for restarting the subsidy towards tourist taxi and sanctioning the subsidies for all those tourist taxis, whose sanction letters were issued but subsidy kept on hold and not released. Further, the drivers holding a taxi badge be allowed to continue to drive the tourist vehicles without any changes.”

“This House strongly recommends the Government to implement a permanent pension scheme for retired Goan Seafarers and their widows via “The Goa Welfare / Pension Scheme for Seafarers, 2012”  and further integrate the DSS scheme with “The Goa Welfare / Pension Scheme for Seafarers, 2012”  in order to avoid partial withdrawing from NRI Department and partial from Social Welfare Department and to mitigate the hardship faced by senior seafarer citizen and their widow.

“Attention of the House is drawn as regards the disturbing incidents of suicides among the personnel of the Goa police in recent times. The Government should conduct an immediate assessment to understand the causes behind such incidents and roll out a police welfare and psychological support programme.  These incidents have raised serious issues of working conditions, stress levels and absence of psychological support within the police force. The steps the Government has taken in the matter.”

Calling Attention moved by S/Shri Yuri Alemao, Hon. Leader of Opposition, Venzy Viegas and Cruz Silva, Hon. MLAs, was not taken up, since the movers of the Calling Attention, were not present in the House, when the Calling Attention was called out.

“Attention of the House is drawn as regards the steps taken by the Government or proposed to be taken to initiate a comprehensive scientific, legal and institutional framework to identify, map, name, survey, conserve and protect Goa’s ancient coastal geomorphological features such as coastal cliffs, headlands, capes, sea facing plateaus, creeks, sea caves and to legally recognize and notify such features under appropriate conservation and heritage protection frameworks to integrate this scientific baselines into CRZ planning and development control and to prevent further irreversible destruction of these ancient coastal formations”.

The calling attention was not taken up as the subject matter of the calling attention was already discussed on 11/03/2026 by the house.

Reverse Vending Machine (RVM) and Deposit Refund Scheme (DRS)

“Attention of the House is drawn as regards the concern of people and stakeholders such as Village Panchayats, industry associations, on the introduction of the Reverse Vending Machine (RVM) and Deposit Refund Scheme (DRS) without any awareness, orientation and training in the working of the scheme and the equipments. Though the objectives are laudable as it is reduce the non- biodegradable waste and encourage responsible disposal of mainly alcohol and PET bottles, multi layered wrappers and milk cartons, the apprehension is that RVMs are turning into white elephants and gathering dust after installation without any proper awareness, orientation and training. The steps the Directorate of Panchayats will take to ensure that the scheme of RVMs and DRS will effectively operate at the ground level including making such arrangements mandatory in shopping malls and shopping departmental stores/marts”.

Fear and anxiety in the minds of local fishermen and the local MLA, Panchayats due to the letter coming from your department asking for suggestions for Installation of Temporary Floating Stations at Various beaches. These installations will disturb the fishing activities as well as the ECO-System. Also such letters are send to the panchayats without keeping our MLA office into the loop which creates unnecessary restlessness in the mind of locals, Benaulim constituency being a coastal belt with coastal beaches being naturally not suitable for these installations we request you not to carry out these installations and come out with a clear letter and assurance that you will not go ahead with these floating installations. Steps the Govt would want to assure.

Annual Health Check up for Every Citizen under DDSSY

I would want to bring to the attention of this house that Annual Health check up should not be a luxury,which only people with money can afford. Imagine a Mother who never comes to know that she has cancer, A son who never knew he had high BP till the time he  gets a stroke, A sister who lost her eye sight and than only comes to know it was due to diabetes, Today we see scary videos how while playing suddenly player falls down and collapses due to cardiac arrest, on the wedding day the groom collapses due to heart attack. Other countries have got mandatory time to time health check ups and those governments ensure their citizens do these health check ups regularly. In Goa if we can promote Health Check up we could save several lives, My request to the Goa Govt and the Health Minister to give every citizen a mandatory Free Health Annual check up so that the sickness can be detected earlier. Steps Govt assures to take.

Inclusive Implementation of SWFS Old Age Benefit Scheme for 75 years Seafarers

Would want to bring to the attention of the house regarding the newly announced old age benefit scheme for 75yrs by Seafarers Welfare Fund Society, providing one time support of 1 lakh rupees to Indian Seafarers who have completed 75 yrs w.e.f 01/01/2026. Request the Govt to advocate the GSAI president Frank Viegas\'s plea which is the voice of Goan seafarers who would want this scheme to be extended to all existing seafarers who are 75 yrs and above, plus the widows of seafarers. The Govt should form a committee to make a representation to the SWFS and support our seafarers community, Steps the Govt would want to assure.

Urgent Need to Address Stray Dog Attacks on Tourists at Cavelossim Beach

In view of the fear and anxiety prevailing among residents, beach visitors and the tourism fraternity following the shocking mauling of a British tourist by a pack of stray dogs during an early morning walk on Cavelossim beach in Salcete Taluka, I draw the urgent attention of the Government to the serious threat posed by packs of stray dogs roaming freely along several beaches in Salcete.

This incident is not isolated. Similar attacks have been reported in recent months in which even children and senior citizens visiting the beaches have been mauled and injured. Such incidents seriously endanger human life and damage the reputation of Goa as a safe tourism destination.

I therefore urge the Government to immediately conduct a special drive to round up all stray dogs from the Cavelossim–Mobor beach stretch and other vulnerable beaches in Salcete and shift them to recognised shelters. I also seek a clear assurance from the Hon’ble Minister for Animal Husbandry, the Hon’ble Minister for Tourism and the Hon’ble Chief Minister that coordinated action will be taken immediately to remove these stray dogs and ensure the safety of residents and tourists.

005A - CASINO VESSELS IN RIVER MANDOVI: PERMISSIONS, SAFETY AND REGULATION

*Will the Minister for Captain of Ports be pleased to state:


a) the total number of vessels presently operating or stationed in River Mandovi including casino vessels, barges, floating platforms, passenger vessels and small boats, indicating vessel-wise details such as name, type, size, purpose, year of commissioning, whether the vessel is permanently moored or regularly navigated in a tabular format;
b) whether any existing casino vessel has been replaced by a new or larger vessel in the recent past; if so, the details of such replacement including permissions granted, dates of approval, dimensions of the old and new vessels; whether fresh clearances were obtained or earlier permissions were continued;
c) whether permissions or clearances were obtained from the Inland Waterways Authority of India or any other competent authority under the Inland Waterways Act for casino vessels and allied floating structures in River Mandovi; furnish certified copies of all such permissions, No Objection Certificates, correspondence and approvals; whether any complaints have been received during the last five years from barges, cargo vessels or other commercial traffic, including those carrying coal, minerals or other goods regarding obstruction, hindrance or navigational risk caused by casino vessels or stationary floating structures; if so, furnish the details in a tabular format indicating the date and time of complaint, name of complainant, vessel involved, nature of complaint and action taken;
d) whether all casino vessels and other commercial vessels operating in River Mandovi possess valid certificates of seaworthiness or fitness, the authority that issued such certificates, the period of validity and the criteria used to determine seaworthiness including hull integrity, stability, fire safety, pollution control and emergency preparedness; and
e) whether the Captain of Ports conducts regular inspections, surveys and safety audits of casino vessels and other commercial vessels operating in River Mandovi;  if so, the vessel-wise and year-wise details for the last three years indicating the date of inspection, inspecting authority, deficiencies or violations noticed, corrective directions issued and compliance status along with certified copies of inspection reports, safety audit reports, notices issued, replies received and file notings; and whether any vessel was suspended, restricted, denied permission or allowed to operate conditionally on grounds of safety, navigational risk, environmental concerns or lack of seaworthiness?

*Will the Minister for Public Works be pleased to state:

a)furnish certified copies of the originally approved DPR, alignment plan, General Arrangement Drawing (GAD), structural drawings and cross-sections of the flyover near Dabolim Airport, along with certified copies of the revised DPR/design drawings; the precise technical/administrative reasons for revision (including defence observations, height restrictions, alignment shift, safety norms, utility conflicts, soil conditions, etc.); file numbers; and the dates of approval of each change by the competent authority;
b) furnish copies of all NOCs and statutory clearances obtained for the project, including those from the Indian Navy and the Ministry of Defence; whether any specific conditions were imposed regarding maximum height, pier location, span configuration, lighting, crane/equipment use or material specifications; and whether compliance certificates confirming adherence to such conditions have been issued;
c) the names of all consultant(s)/firm(s) engaged for survey, geotechnical investigation, design, proof-checking and supervision; their scope of work; mode of selection; contract value; amount paid to date; period of engagement; and whether professional indemnity, penalty or liability clauses are part of the agreement;
d) the original estimated cost and administrative approval amount; the revised estimated and approved cost after design changes; a specification-wise comparison covering height, number/length of spans, foundation type, structural system, materials, crash barriers, lighting, drainage and safety features; and detailed reasons for any cost escalation/reduction, including variation orders and price escalation components; and
e) whether any technical audit, vigilance review or accountability proceedings have been initiated against consultant(s) or officials for overlooking defence /height restrictions at the design stage; if so, the details and present status; if not, reasons therefor?

a) furnish a tabulated list of all No Objection Certificates (NOCs) issued by the Directorate of Fire and Emergency Services from 01-01-2022 till date for building, construction or development projects indicating in each case: date of NOC issued, name of applicant, survey number and village, type of occupancy (residential / commercial / mixed / institutional / industrial), built-up area in sqm, height of building in metres, whether classified as high-rise or special building as per National Building Code, whether fire lift provided (Yes/No), and whether refuge area provided (Yes/No); 
b) furnish a separate tabulated list of all cases from 01-01-2022 till date where Fire NOC was granted subject to compliance conditions, indicating the conditions imposed and whether compliance certificate after inspection has been issued;
c) furnish a tabulated list of all cases from 01-01-2022 till date where Fire NOC was refused, withdrawn or kept pending beyond 90 days with reasons recorded in the file;
d) furnish copies of all circulars, standing orders, checklists or internal guidelines presently in force governing grant of Fire NOC for high-rise and largescale developments; and
e) the year-wise details from 01-01-2022 till date, of the total number of site inspections carried out prior to grant of Fire NOC and whether any NOC was issued without physical inspection with reasons recorded in file?
