Inquiry Commission Fire Incidents in Mhadei

“This House strongly recommends the Government to immediately set up a High-Level Inquiry Commission under Retired High Court Judge with Experts from various fields as its members to investigate the cause of Fire Incidents in Mhadei Wildlife Sanctuary, Eco Sensitive Zones, Hills and Forest Areas. "The High-Level Commission should be given the mandate to investigate the "Conspiracy Angle" as well as conduct a "Scientific Study" to find the cause of the devastating Fires in Mhadei Wildlife Sanctuary, Eco Sensitive Zones, Hills and Forest Areas.”

Stop the unjust customs

“This House strongly recommends the Government to take immediate steps to stop the unjust customs of widow discrimination, widow abuse and widow isolation in the State. A few Village Panchayats in Goa have taken resolutions against such outdated and inhuman customs and that widows be treated on par with married women. The steps the Government intends to take in co-ordination with Directorate of Panchayats, Municipal Administration, Goa State Women’s Commission and Goa Human Rights Commission to convene Gram Sabhas of Village Panchayats, organize awareness meetings in every city and meetings of various NGOs to express solidarity with widows and to boost their confidence against such obsolete and archaic practices prevailing in the community and recommends Government to contemplate bringing a law to stop such unjust practices.”

The Chieftains of Cuncolim

This House unanimously and strongly recommends that the contents on "The Chieftains of Cuncolim” be introduced at the appropriate stage in the school and college curriculum consequent on the decision of the Government of Goa to celebrate 15th July 1583 (Cuncolim Revolt) as the National War Memorial Day. The  Gaonkar's of Cuncolim stood up to the colonial powers boycotting the colonial  decrees and registered their protests by not paying any revenue to the Government centuries before similar protests and boycotts got popularized as the “non- cooperation movement”. These deeds of courage, valiant struggle and sacrifices of Goan's and specially the people of Cuncolim should be learnt and taught as part of Goa’s political struggle against colonial powers strictly as historical facts without fanning xenophobia of any kind.

Excessive development in Ecologically sensitive areas

Attention of the House is called to the massive landslides in Wayanad in Kerala where hundreds of lives were lost and devastation caused to Houses, Environment and animals. Similar landslides have taken place in other parts of India. Goa, too, is experiencing similar incidents. Unplanned and excessive development in ecologically sensitive areas in both districts of Goa including Dharbandora in the Western Ghats are prone to such landslides. The Steps the Government has taken in the matter.

Reservations Scheduled Tribe Community

“Fear and anxiety in the minds of Scheduled Tribe Community due to lethargic approach of the Government to provide political reservations to Scheduled Tribes in Goa. The Government must take immediate steps to provide political reservation to Scheduled Tribes of Goa. It is observed that despite Goa having 12.5% Scheduled Tribes population, they are being deprived their Constitutional Right of Reservation of Seats in Goa Legislative Assembly. The steps the Government intends to undertake/has undertaken  in this regard and also to ensure that the Election Commission of India notifies Constituencies for Scheduled Tribes in Goa.”

Admission for Engineering Colleges in Goa

“Fear and anxiety in the mind of parents of candidates who aspire for taking admission for Engineering Colleges in Goa by answering the entrance test as government has abolished the GCET exam from 2023-24 and instead adopted JEE mains for granting admission for such programmes. The level of examination of JEE is not suitable for the type of curriculum that has been adopted by Goa Board and hence this step will result in rampant rise in coaching classes that charge exorbitantly. The steps the Government will take to ensure that poor students will not suffer and lose an opportunity to secure admission to local Engineering colleges”.

Delay in issuing Updated Marksheet to Students by Goa University

“Attention of the House is drawn as regards as in the minds of Students, as Goa University fails to process,update and deliver the marksheets of the students in time, consequently affecting the students year and also their career. Mr.Astle D\'Souza, a resident of Cuncolim has graduated from Cuncolim Educational Society in the year 2023. In 2022 due to personal difficulty he could not answer a 15 marks Geography practicals on the scheduled date but he however answered it the very next month and cleared the paper. But University failed to update his marksheet despite numerous Letters from the Cuncolim College and several Visits to the University since 2022. On 29/07/2024, a Legal notice was issued to the University which was received on 30/07/2024 and immediately within few hours of the notice received they handed over the updated marksheet. Mr. Astle D\'Souza wishes to pursue Law but his admission in law is unlikely to happen as mentioned by the college administration since he furnished the updated marksheet after the stipulated time period and by then the seats were already full.  It is to be noted that he scored 70 in GUCLAT and also graduated with marks more then required to get admission in law. Hence due to the failure of Goa University to issue the updated marksheet in time, this child have to waste a whole year in getting admission in professional colleges. It was seen that there are more than 20 Law Aspirants who are facing the same problem”.

“Fear and Anxiety in the minds of Local Youths and Aspirants at the recruitment advertisement/notification released by the Goa University on 2nd August 2024 for filling post of Lecturers, Associate Professors, Assistant Professors on Regular/Contract basis. The advertisement/notification inviting applications for the vacancies has not specified any requirements of domicile and knowledge of the official language of Goa. It is unthinkable that Recruitment Rules of the Goa University do not provide for these basic safeguards to Local students/youth. This is a very serious issue and the Hon\'ble Chief Minister should act immediately in this matter”.

“Attention of the House is drawn as regards as in the minds of the people due to countless potholes on the main roads and inner village roads in Cuncolim Constituency. Also the Overflowing Drains, Water Accumulation etc due to incomplete work and negligence of Contractors laying the Underground Cables have further worsen the state of the Roads.This is very risky for the Commuters and Pedestrians leading to Fatal Accidents and can also pose a threat to Public Health. The intervention of the Hon\'ble Chief Minister who also holds the PWD portfolio is necessary”.

No place for Konkani in SBI

Attention of the House is drawn as regards the  Goans about Goa\'s Official Language Konkani being sidelined. The State Bank of India violating the Three Language Formula mandating English, Hindi and State\'s official language to be used in communication. I have information that people get calls from SBI Officials regarding Credit Card Services and the person speaks in Hindi. When requested to speak in Konkani, the person says that he is instructed from Gurgaon office of SBI to speak in English, Hindi or Marathi and not Konkani. Konkani is not used in any branch of SBI or any other Nationalized Bank in Goa. All the directives under 3-Language Formula are thrown to the winds. Goa\'s Official Language Konkani is also one of the Languages in the 8th Schedule of the Indian Constitution. The Hon\'ble Chief Minister should ensure that Goa\'s Official Language Konkani should be given Recognition and should be used in Communication”.

Fraud Case by Real Estate Company in Goa

“Attention of the House is drawn as regards the 4500 investors of Goa, who had invested their hard earn money in to Karamabhoomi group of companies – Karmabhoomi Real estate  ltd and Karmabhoomi Infratech Realty – having head office at Mathura in Uttar Pradesh. The said companies have cheated 4500 Goans and committed fraud of Rs 25 crores. The said companies had started business in Goa from March 2012 to March 2015 in the name of Karmabhoomi Real Estate Ltd and had offices at C S C at 1st floor Ferrao Manor Building, Kaziwada {Ponda and C S C at Anandvan building 2nd floor, Mapursa. The said company was bought by Mr Pradeep Phadte and Niti Naik and had 300 Goan people as brokers of the said company. The investors have filed a complaint before the Economic Cell of Goa police, however there is no action till date. The government should take immediate action in this matter”.

(a) whether the Mhadei-Progressive River Authority for Welfare and Harmony (Prawah) has completed its inspection regarding the diversion of the Mhadei River; if so, furnish the copies of communication/ correspondence to the Government by PRAWAH in this regard; and whether Government is satisfied with the inspection done by PRAWAH, if so, provide details of inspections conducted, including: (i) Dates (ii) Locations (iii) findings respectively;
(b) the details of number of meetings held by Prawah and decisions taken specifying: (i) Meeting dates (ii) Agenda (iii) Resolutions; and whether Prawah has recorded any illegal/construction work, including underground canals, constructed by Karnataka Government; if so, the details thereof; provide the checks adopted by Prawah and the Goa Government to ensure that the construction works have approvals/ permissions within the limits laid down; and 
(c) steps taken by the Government to protect the flora and fauna in the Mhadei wildlife Sanctuary including: (i) conservation measures; (ii) Enforcement actions (iii) Collaborative efforts with the State Governments;
(d) how many TMC (Thousand Million Cubic Feet) water have been awarded to Karnataka, Goa and Maharashtra by the Mhadei Water Dispute Tribunal and what is the quantum of water Karnataka have diverted from Mhadei basin; and whether Karnataka Government has continued its construction work for nallah for diverting Mhadei water; and
(e) the details of number of contempt petitions filed by the Government against Karnataka for resuming work to divert Mhadei Water to Malaprabha basin, along with details of petitions and results of same?

(c) the number of online applications received from local community members for sand extraction permits in the Mandovi and Zuari rivers; furnish information for how long they are into this traditional business and whether the Government had compensated/gave financial assistance to them during the ban period from 2018;
(d) whether the Government has received environmental clearance for designated zones in the Mandovi river and in the Zuari river; if so, furnish details of the ECs; and
