Anouncement By the Speaker

On 25th January, 2021, while the Hon. Governor was delivering his Address to this House, the House was witness to an unsavoury behaviour on part of certain Members of the Opposition Benches, wherein placards and banners were waved. It is well settled principle that the Hon. Governor's Address has to be heard in silence and the Members must pay their due respect and honour due to the Hon. Governor, who is discharging his Constitutional duty. Before bringing any foreign items in the House, the prior permission of the Chair has to be sought and any action or behavior contrary to the norm in the House has to be with the prior permission of the Chair. Further, the conduct of those Members who indulged in such undesirable, undignified and unbecoming behavior were in Breach of Privilege of the House as other Members were deprived of their right to listen to the Address of the Hon. Governor. Hence this conduct is a serious Breach of Privilege and warrants strong displeasure and reprimand by the House. I warn those Members who indulge in this behavior and in future such conduct will not be tolerated.

Ruling of the Speaker

delivered a ruling disallowing the notice of adjournment motion tabled by Shri Vijai Sardesai, Hon. MLA and 9 others on the subject matter of approval/NOC given to Karnataka by the Ministry of Environment, Forest and Climate Change (MOEF); the likely misuse of the said NOC given; on diversion of Mhadei river;  on increase in salinity of rivers and their effect on the ecology.

“This House strongly resolves the Government to construct exclusively a well-equipped Cricket Stadium in Goa.”
