Bill As Passed 313.82 KB“This House resolves that the Central Government take into consideration the economic impact of the stopping of mining on large section of population, in the State and provide assistance to the Goa Government for starting the legal component of the mining sector, by supporting the Government demand in the Apex Court as also quick determination on Environment and Eco-sensitive zone around the wild life sanctuaries.
The House further resolves that the Central Government provide appropriate financial support to the population that has badly suffered due to the ban on mining.”

BUSINESS FOR THE DAY -28
(1) SHRI MANOHAR PARRIKAR, Leader of Opposition moved the
following:
“This House strongly resolves that the House recommends to the
Government to constitute an Expert Review Committee, preferably under
the Chairmanship of a Retired High Court or Supreme Court Judge to
review all the rules, regulations etc. framed under various State and
Central Acts, that are in force in the State of Goa primarily:-
(i) To study the violations caused by the rules, regulations etc. to
Constitutional and legal provisions and principles
(ii) To detect unpermitted use of delegated legislative powers
(iii) To identify the provisions which are ulta vires the scope of the main
Acts and
(iv) To study their impact on effective implementation of the Legislative
intent behind the Acts as well as on good governance, amongst other
such main and related issues.
This House further recommends that the reports of the said Expert
Review Committee may be laid before this august House every six
months”.
The Chief Minister replied to the points raised by the mover.
The Resolution was withdrawn by leave of the House.

“Anxiety and apprehension in the minds of people that the Government intends to bring temples and other religious institutions under RTI. The apprehension is further enhanced due to circular letter reference n.43/1/2006/CAB/PF date 16/07/2010 of Collector (North) asking all temples to give vital information including assets including gold to Shri M. Athikesavan of Tamilnadu.”
S/SHRI JOSE PHILIP D’SOUZA, Minister for Revenue and DIGAMBAR KAMAT, Chief Minister made a statement in regard thereto.
SHRI MANOHAR PARRIKAR, Leader of Opposition sought clarification.
The reply to Calling Attention was postponed for answer on 5/8/2010 and the replies circulated to Calling Attention were withdrawn.

S/SHRI MANOHAR PARRIKAR, Leader of Opposition and
LAXMIKANT PARSEKAR moved the following:
“Apprehension in the minds of the parents, that education is getting
disrupted due to contract/lecture based trained B.Ed. teachers who are
agitating for their rights. Following needs to be considered:
(a) Anxiety because of ongoing examination, the agitation of
trained B.Ed teachers causing disruption in the education of
students;
(b) Teachers are appointed on meager salary on contract/lecture
basis inspite of availability of full time vacancies;
(c) The meager salaries are paid under code 28 (professional
services) under Goa Delegation of Financial Powers Rules, 2008.
This has resulted in 10% deduction in the payment as per the
section 194 J of Income Tax Act, making the pay packet shrink
further; and
(d) Non payment of salaries for six to eight months has further
aggravated the issue.”
