The CRZ department have not taken any action for last 2 years. Whether CRZ department will be accountable. The steps Government intends to take in the matter

Calling Attention

Apprehension and anxiety in the minds of the shareholders and depositors of various Co-operative Credit Societies and in particular of the Visionary Urban Co-operative Society Ltd. Over the alleged Rs. 39 crores fraud. The action proposed to be taken against the Directors, Auditors by the Registrar of Co-operative Societies, who failed to detect the same in time. The action of the Government to prevent such scam in future and to recover the amount by attachment of properties by the Government.

(c) the time frame by which the Colva Sewage pipeline work will be completed?

GSIDC has taken up the following works and time frame for inauguration is as given against each work. 

  1. “Development works in Benaulim Constituency” which is in progress. 

The work will be completed by March 2022 and will be inaugurated after completion 

  1. “Upgradation of the existing Sub Centre of Health Department at Benaulim” –
  • work is in pre tender stage.
  1. Upgradation of infrastructure in the rural areas under Deendayal Panchayat Raj Infrastructure Development (Golden Jubilee) Scheme 2013 – Upgradation of Sports Complex at Village Panchayat Carmona”. -

The work is in pre tender stage.

  1. Construction of Football Ground at Carmona in Benaulim Constituency -

The work is in pre tender stage.

  1. Upgradation of Infrastructure in the rural areas under Deendayal Panchayat Raj Infrastructure Development (Golden Jubilee) Scheme 2013 – Construction of Panchayat Ghar at Seraulim, Goa -

The work is on hold.

(b) the time frame by which the Colva-Mugul highway hot mixing will commence; and The work of improvement & beautification of Margao Colva road from Seraulim road junction to Colva Green House junction in Benaulim Constituency is awarded to M/s Thasma Construction. Meanwhile, the work of laying of discharge line from STP Colva to river Sal is being executed by the Sewerage Corporation along this road stretch and is expected to be completed by December 2021. No sooner the sewer work is completed, the road widening and hot-mix work shall commence.
(c) the time frame by which the Colva Sewage pipeline work will be completed?The   Sewage pipeline(part) and sewage treatment plant  work is expected to be completed by December 2021

(a)the number of posts of   Designated officers in the FDA and the name of the person holding them;  

Sir, there are 02 posts of Designated Officers which are held by:- 

  1. Shri Richard Luis Noronha
  2. Smt Iva Fernandes

 

(b)furnish name of the designated officer for North and South Goa as according to the food safety and standards Act, there should be one designated officer in each District;      Yes, there are two Designated Officers appointed by the Government; as at (a) above; one per each District. However, vide    :Government vide Notification 13/10/2007-I/PHD(Part)/1759 dated 17/07/2019, Shri Richard Luis Noronha is notified for both the Districts of North Goa and South Goa
( c) the duty assigned to each designated officer?  

The Designated Officers notified under the Food Safety and Standards Act, 2006, have to perform the following functions as specified under Section 36 of the Food Safety and Standards Act,

  1. To issue or cancel license of Food business operators;
  2. To prohibit the sale of any article of Food which is in contravention of the provisions of this Act and Rules and Regulations made thereunder;
  3. To receive report and samples of articles of foods  from Food Safety Officer under his jurisdiction and get them analysed
  4. To make recommendations to the Commissioner of Food Safety for sanction to launch prosecutions in case of contraventions punishable with imprisonment ;
  5. To sanction or launch prosecutions in cases of contraventions punishable with fine;
  6. To maintain record of all inspections made by Food safety Officers and action taken by them in the performance of their duties;
  7. To get investigated any complaint which may be made in writing in respect of any contravention of the provisions of this Act and the rules and Regulations made thereunder;
  8. To investigate any complaint which may be made in writing against the Food Safety Officers; and 
  9. To perform such other duties as may be entrusted by the Commissioner of Food Safety.
