“Fear and anxiety in the minds of mining-dependent people that Banks and Financial Institutions are issuing notices and initiating recovery proceedings against defaulters despite assurance by the Chief Minister that, based on his reported meetings with the Union Finance Minister and RBI officials, Banks would not take immediate steps in the matter. Measures Government initiates to take in this matter.”

(a) the quantum of electricity consumed and revenue generated from consumers;
(b) whether there is a 40% discrepancy between power consumption and gross revenue due to illegal use of power by establishment/consumers; if so, furnish details;
(c) the action taken by the Government on such illegalities;
(d) whether the Government has devised any scheme to compensate consumers in case of damages to computers, television and other electrical equipments due to power fluctuation; if so, furnish details;
(e) the status of Goa Tanmar Project and will it resolve the power fluctuation issues of Ribandar, Panaji and Taleigao;

(a) whether the Government has made provision to reverse the injustice done to Hockey Players by allocating the hockey ground at Fatorda for tennis;
(b) whether the constant postponement/withdrawal from the National Games has resulted in imposing of penalties by IOC;
(c) the time frame for holding the National Games in the State;
(d) whether the Government has released funds to Associations to start their camps to prepare for the National Games;
(e) whether the Hockey Coach Alexander Remedios NIS has retired;
(f) whether the Association lacks coaches in the South, the initiatives the Department will take to recruit more coaches; and
(g) whether the distribution of sports kit though MLAs has been stopped?

(a) the precautions taken by the Government to monitor the tourist entering from Covid-19 affected states of India;
(b) whether the Tourism Department has undertaken tours to promote tourism internationally from 2019 till March 2020 and the amount of money spent and whether a report of analysis is being prepared;
(c) the initiative Government has taken to interact with Goa Chapter of the Confederation of Indian Industries and the Chairman Lalit Saraswat and utilize their expertise instead of going abroad to get ideas;
(d) whether the Department has any proposal to beautify the Panaji Church;
(e) the number of ancestral homes in Panaji that have availed facilities to maintain heritage culture, specify;
(f) whether the Government has taken cognizance of the need to meter speedily implement fixing of taxi meters;
(g) whether Rs.99.35 crores is sanctioned for tourism project at Dona Paula under Swadesh Darshan Scheme; the name of the Agency that is undertaking the work; furnish details of 13.71 crores spent for parking facilities, renovation of jetty, pergolas, kiosk, give the details of the amount separately; and
(h) whether many Villas / Flats have been given to tourist to stay for several weeks and months; and whether those are registered with the Department and the quantum of income the Department is earning and the measures the Department will take to monitor these?

Answer | Sir, the Collector [North] and [South] had issued orders / SOPs as a preventive measures from time to time to contain spread of COVID—19 in the State of Goa. The orders are at Annexure A; |
b) | whether the Tourism Department has undertaken tours to promote tourism internationally from 2019 till March 2020 and the amount of money spent and whether a report of analysis is being prepared; |
Answer | Department has participated at international exhibitions from 2019 till March 2020. Details are at Annexure B; After every event, the officer’s report is submitted by the officials who attend the event. |
c) | the initiative Government has taken to interact with Goa chapter of the Confederation of Indian Industries and the Chairman Lalit Saraswat and take their expertise instead of going abroad to get ideas; |
Answer | The Department has been enjoying with various stakeholders from time to time including CII as and when required. Further, Government has constituted State Level Marketing and Promotion Committee [SLMPC] consisting of State Tourism Stakeholders who have the expertise and having vast experience in the field and all such promotional activities are undertaken on the recommendations of the SLMPC. Goa Tourism participates at various international tourism related events for promotion of Goa worldwide; |
d) | Whether the Department has any proposal to beautify the Panaji Church; |
Answer | Nothing of present; |
e) | The number of ancestral homes in Panaji that have availed facilities to maintain heritage culture, specify; |
Answer | Nil; |
f) | Whether the Government has taken cognizance of the need to meter speedily implement fixing of taxi meters; |
Answer | Installation of Digital Fare Meter with automated tracking device has been started w.e.f. 21/05/2021. |
g) | Whether Rs.99.35 crore is sanctioned for tourism projects at Dona Paula under Swadesh Darshan Scheme; the name of the agency that is undertaking the work; furnish details of 13.71 crores spent for parking facilities, renovation of jetty, pergolas, kiosk, give the details of the amount separately; and |
Answer | Ministry of Tourism has sanctioned Rs. 9935.41 lakh under Swadesh Darshan—II for the projects of Rua -de- Ourem creek- Dona Paula - Colva - Benaulim and also for Tourist Information Centre, Permanent toilets and mobile toilets, CCTV, WIFI, Signages at various places in South Goa. The Dona Paula project has been awarded to M/s Spectrum Infrastructure for total cost of Rs. 13,71,51,042.51 for the components as follows:

h) | Whether many villas / flats have been given to tourists to stay for several weeks and months; whether those are registered with the Department and the quantum of income the Department is earning and the measures the Department will take to monitor these? |
Answer | The Department of Tourism registers villas / flats providing accommodation to the tourists based on the licence / NCs obtained from the concerned authorities under the Goa Registration of Tourist Trade Act, 1982 on payment of prescribed fees and the same are renewed annually. The Surveillance Monitoring Inspection Team of the Department conducts inspection frequently to identify unauthorised / unregistered villas / flats and take action in accordance with the provisions of the Goa Registration of Tourist Trade Act 1982. |

(a) the total number of works undertaken under GGSY in North and South with the total cost;
(b) the list of beneficiaries under the following schemes for the last 5 years;
i) IAY;

iv) PMGSY;
(c) the names of the Panchayats that have been allocated funds for MGNREGA with amount of fund allocated;
(d) the reason the State has not availed much benefit from the Central Schemes like Mahatma Gandhi National Rural Employment Guarantee Scheme(MGNREGS), Deendayal Antyodaya Yojana - National Rural Livelihoods Mission (DAY-NRLM), Deen Dayal Upadyay - Gramin Kaushalya Yojana (DDU-GKY), Pradhan Mantri Awaas Yojana - Gramin (PMAY-G), Pradhan Mantri Gram Sadak Yojana (PMGSY), Shyama Prasad Mukherjee National Urban Mission and National Social Assistance Programme (NSAP);
(e) the efforts made by the Department regarding National Rural Livelihoods Mission with details; and
(f) whether the State Government has given the rank of a full-fledged Department to the Rural Development Agency(RDA) by naming it as Department of Rural Development; if so, the details of benefits obtained due to full fledged Department?
