Dual Citizenship & grant of OCI

“This House  resolves that due to the peculiar circumstances  by which Goa, Daman & Diu came to be liberated from Portugal and the consequent conferment of Indian citizenship on those erstwhile Portuguese nationals, the Government of India be requested to permit dual citizenship to those covered by the Goa, Daman & Diu Citizenship Order and who have since registered their births in Portugal by virtue of the Portuguese Nationality Law as in force and until such time, those who were under such belief that they had not acquired foreign citizenship by mere registration of their births in Portugal, be permitted to cancel their Indian passports and obtain OCI cards”.

Fish curry and rice to goans

This House resolves that the Government should formulate a policy to provide subsidised fish curry and rice to goans which is the staple diet of Goemkars. The constant and substantial increase in prices of essential commodities and fish is making it extremely difficult for the common Goemkars to make ends meet and thus maintain a wholesome diet. This House further resolves that this subsidised meal be provided through canteens which will be run by organisations such as women self-help groups, so that this programme will also provide an avenue of income for such organisations.”

Heritage Conservation Policy

“This House strongly resolves the Government to formulate a Heritage Conservation Policy. Goa has got 51 notified structures under the State Archaeology Department and close to 430 additional monuments and structures with immense heritage value, the State Government is yet to put in place a ‘Heritage Conservation Policy’ to conserve and preserve these architectural monuments”.

High unemployment rate in the State of Goa

“The House strongly recommends the Government to take serious cognizance of the high unemployment rate in the State of Goa and initiate necessary steps to provide industry-demand based job skills to at least 20,000 unemployed youth in the next two financial years under Skill Development Mission and ensure that Goan candidates are preferred in private sector jobs in the State.”

“Fear and anxiety in the minds of Scheduled Tribe Community due to lethargic approach of the Government to provide political reservations to Scheduled Tribes in Goa. The Government must take immediate steps to provide political reservation to Scheduled Tribes of Goa. It is observed that despite Goa having 12.5% Scheduled Tribes population, they are being deprived their Constitutional Right of Reservation of Seats in Goa Legislative Assembly. The steps the Government intends to undertake/has undertaken  in this regard and also to ensure that the Election Commission of India notifies Constituencies for Scheduled Tribes in Goa.”

Various forms of pollution

“Fear and Anxiety in the minds of the people of Goa especially due to various forms of pollution, including air pollution, odour pollution, water pollution and solid hazardous waste. These are chronic issues in Cuncolim IDC and have been raised once again by the residents of Cuncolim in recent months. I call upon the Government to take steps to stop the pollution levels including setting up an ETP, installing live monitoring stations to measure pollution levels, setting up a branch of GSPCB at Cuncolim IDC and across the state and setting up a rapid response team to handle complaints of pollutions "

Irregular supply of water in Aldona Constituency

“Fear and concern of residents of Bardez Constituency including Aldona Constituency  in relation to non-supply/irregular supply of water in Aldona Constituency specially in Villages of Calvim, Carona, Olaulim, Pomburpa, Ecoxim, wards  (Zoidarwaddo/Jaidev waddo), Borvon Waddo & Vaingin waddo, Sainagar of nachinola village, villages of Ucassaim, Bastora and Saligao Constutuency as also the non- replacement of pipeline from Carona junction to Lankdem in Carona  along main road and also diversion of water by manipulation of valve at Ecoxim thus depriving Carona and  Ecoxim regular water supply with no proper maintenance of public water tanks at Moira, Nachinola (Borvon waddo), Ecoxim Pazir, Mapusa, Siolim, Assagao and the apprehension that with summer approaching, these areas will be parched and face untold hardships. The steps the Government intends to take and the time frame within which these issues will be attended”.

Admission for Engineering Colleges in Goa

“Fear and anxiety in the mind of parents of candidates who aspire for taking admission for Engineering Colleges in Goa by answering the entrance test as government has abolished the GCET exam from 2023-24 and instead adopted JEE mains for granting admission for such programmes. The level of examination of JEE is not suitable for the type of curriculum that has been adopted by Goa Board and hence this step will result in rampant rise in coaching classes that charge exorbitantly. The steps the Government will take to ensure that poor students will not suffer and lose an opportunity to secure admission to local Engineering colleges”.

Fear and anxiety in the minds of the people on the recruitment of staff in Goa University pursuant to Notification No.GU/Adm.(NT)/WII/496/2022/1416 dated 21/10/2022 which provided for posts interalia of LDC on contract basis, but public advertisement in newspapers omitting the word “contract” and information in Annexure II to the reply to Unstarred LAQ No.95 dated 18/07/2023 of M.L.A. Shri Viresh Borkar reveals details of non-teaching staff showing scam in the recruitment whereby:

  1. 5 x LDCs have been shown to be appointed on permanent basis;
  2. Of these 5 LDCs, 4 are appointed even before the results were published online on 16/05/2023;
  3. One got appointment on very next day viz. 17/05/2023.

The steps the Government intends to take in this regard.

(a) the list of Schemes for cleaning/ desilting of water bodies in the State and the amount spent on each of these schemes annually from 01.04.2022 till date;
(b) the Taluka/Village-wise list of all the water bodies desilted under various schemes since 01.04.2021 till date with details such as name of the water body, name of the Scheme, Survey Number of the water body, area of the water body, amount spent on cleaning, the number of days taken to clean the water body and method used for cleaning;
(c) whether there have been any complaints regarding damage done to water bodies (i.e. illegally filling of water body, release of sewerage, draining the water body etc) since 01/04/2022 till date; if so, the details of the complaints along with details of action taken in each case; 
(d) furnish copies of file notings, inspection reports and other documents related to the action taken against drainage of Bondvol lake in Santa Cruz; and
(e) the measures the Department has taken to prevent such incidents in the future?

(d) whether the Housing Societies were consulted before implementing the rate hike; if so, the details of the same along with copies of the correspondence with file notings; and
(e) furnish the file notings with regards to the decision to hike the fees and premium on transfer of Housing Society shares/ units?

amendment to provision of Rule 134 of the Goa Co-operative Societies Rules, 2003, and its applicability w.e.f. 22/06/2023

The amended provision of Rule 134 of the Goa Co-operative Societies Rules 2003 came into force w.e.f. 22/06/2023 which is reproduced hereunder;

 

(1) A member whose application for transfer of shares and occupancy right in the plot of land or housing unit where the landed property is owned by the Co-ownership or Co-partnership housing society is accepted by the society, shall pay ;-

 (a) fixed transfer fees of Rs. 2,000/- to the housing society; and

(b) an amount of premium to the housing Society at the rate of 4 % of the market value of the plot of land or dwelling unit or commercial unit as on the date of effecting transfer of share/interest; and 

(c) an amount of transfer fee to the Government at the rate of 4 % of the market value of the plot of land or dwelling unit or commercial unit as on the date of effecting transfer of share/interest. 

c. whether the Government is aware that such a hike has increased the financial burden on both the prospective unit holders and the society; if so, the details thereof;

(c) the details of the Rs.27 lakhs recovered from the officials involved in the scam;
(d) whether any inquiry was conducted to ascertain how these officials had money in their accounts to repay such huge amounts in a short span of time;
(e) whether any investigations have been carried out to ascertain their income from all sources; and
(f) the steps the Government has taken to prevent leakages of excise revenue considering that vehicles from this State including a KTC bus has been caught beyond the borders of the State with a huge haul of liquor?
