“This House unanimously resolves and strongly urges the Government to mandate all mining lease holders within the State to prioritize and ensure the hiring of local trucks, JCBs, tipper vehicles, earth movers and other heavy equipment’s owned and operated by Goan residents for transportation and ancillary mining activities, with the aim of supporting local employment and entrepreneurship, stimulating economic growth in mining-affected regions and thereby safeguarding the interests of local communities impacted by the mining operations through the establishment of clear guidelines and monitoring mechanisms to enforce this requirement, as well as facilitation of coordination between mining lease holders and Associations representing local vehicle and equipment operators, to ensure transparency and fairness in the hiring process.”

“This House unanimously resolves that the Government takes steps to introduce Romi Konkani in the Schools in Goa considering that Romi Konkani script is in use for more than 450 years in Goa and is responsible for the survival of Konkani language during the Colonial regime and in accord with NEP 2020 which in Para 4.11 has clearly delineated and recognised the need for effective educational benefits with the power of language in education with the words “It is well understood that young children learn and grasp nontrivial concepts more quickly in their home language/mother tongue. Home language is usually the same language as the mother tongue or that which is spoken by local communities” and in keeping with the desire to protect and retain Goa’s ethos and identity which also stems from the use of Romi Konkani.”

“Attention of the House is drawn to the most current issue in respect of diversion of Mhadei waters wherein the state of Karnataka has re-started preparations in full swing by procuring generators, pipelines and setting up a working unit at “Nerse” in Khanapur taluka to divert the Khalsa-Bhandura canal waters to Malprabha. As per reports from the Goa based environmentalists and activists, the Karnataka government is expecting a green signal from the Ministry of Environment and Forests and the National Wild Life Board. The Karnataka government is staying in full preparedness to commence work without any lag and delay from the date of approval. Steps that the government has taken to address this most critical issue and the pro-active measures proposed in this regard be placed before the House.

“ Attention of the House is drawn as regards the people of Goa over the depiction of extensive port limits within village areas in the Coastal Zone Management Plan (CZMP) 2019, as large stretches of rivers and riverbanks traditionally used by local communities, fishermen and riparian villages now appear to fall within port jurisdiction, creating widespread apprehension that such demarcations could gradually erode the customary rights of Goans over their rivers, restrict traditional access and livelihoods, and open the door for external authorities or commercial interests to exercise greater control over our waterways, and therefore the Government may clarify the basis on which these port limits have been shown and the safeguards in place to protect the rights of local communities”.

Ministers Reply“Attention of the House is drawn as regards the concern of people and stakeholders such as Village Panchayats, industry associations, on the introduction of the Reverse Vending Machine (RVM) and Deposit Refund Scheme (DRS) without any awareness, orientation and training in the working of the scheme and the equipments. Though the objectives are laudable as it is reduce the non- biodegradable waste and encourage responsible disposal of mainly alcohol and PET bottles, multi layered wrappers and milk cartons, the apprehension is that RVMs are turning into white elephants and gathering dust after installation without any proper awareness, orientation and training. The steps the Directorate of Panchayats will take to ensure that the scheme of RVMs and DRS will effectively operate at the ground level including making such arrangements mandatory in shopping malls and shopping departmental stores/marts”.

Ministers ReplyAttention of the House is drawn to the problems faced by the Goan community holding Portuguese Passports, residing in the United Kingdom in relation to non-issue of OCI card on account of revocation of the Indian passport notwithstanding the directive from Ministry of External Affairs dated 04/04/2024 which permitted individuals from Goa, Daman and Diu who suffered revocation of Indian Passport to also be eligible to apply for OCI card. The Indian High Commission in United Kingdom is refusing to follow the directive of Ministry of External Affairs dated 04/04/2024 claiming that it has not received any instruction, keeping several Goans who have applied for OCI cards in London, in the lurch. The steps the Government intends to take in this regard.

Fear and concern of law and order situation happening on recurring basis at Shri Dev Vetal Devasthan at Alorna Pernem Goa, which temple has been in existence prior to the Liberation of Goa & recognized even by the Portuguese Government with its Bye Laws approved by the then Governor General on 17 May 1934 after detaching it from Xri Devi Santer, which confirms its prior existence, which is now being blocked by private individuals as to its access and also usage of surrounding land and toilets, thus inconveniencing large number of devotees and others who come to worship at the temple, as also the cutting of water pipeline supply and erection of barbed wire fencing without any permissions. a) the total number of vessels presently operating or stationed in River Mandovi including casino vessels, barges, floating platforms, passenger vessels and small boats, indicating vessel-wise details such as name, type, size, purpose, year of commissioning, whether the vessel is permanently moored or regularly navigated in a tabular format;
b) whether any existing casino vessel has been replaced by a new or larger vessel in the recent past; if so, the details of such replacement including permissions granted, dates of approval, dimensions of the old and new vessels; whether fresh clearances were obtained or earlier permissions were continued;
c) whether permissions or clearances were obtained from the Inland Waterways Authority of India or any other competent authority under the Inland Waterways Act for casino vessels and allied floating structures in River Mandovi; furnish certified copies of all such permissions, No Objection Certificates, correspondence and approvals; whether any complaints have been received during the last five years from barges, cargo vessels or other commercial traffic, including those carrying coal, minerals or other goods regarding obstruction, hindrance or navigational risk caused by casino vessels or stationary floating structures; if so, furnish the details in a tabular format indicating the date and time of complaint, name of complainant, vessel involved, nature of complaint and action taken;
d) whether all casino vessels and other commercial vessels operating in River Mandovi possess valid certificates of seaworthiness or fitness, the authority that issued such certificates, the period of validity and the criteria used to determine seaworthiness including hull integrity, stability, fire safety, pollution control and emergency preparedness; and
e) whether the Captain of Ports conducts regular inspections, surveys and safety audits of casino vessels and other commercial vessels operating in River Mandovi; if so, the vessel-wise and year-wise details for the last three years indicating the date of inspection, inspecting authority, deficiencies or violations noticed, corrective directions issued and compliance status along with certified copies of inspection reports, safety audit reports, notices issued, replies received and file notings; and whether any vessel was suspended, restricted, denied permission or allowed to operate conditionally on grounds of safety, navigational risk, environmental concerns or lack of seaworthiness?

a) the year-wise and project-wise breakup of the Rs. 20 crores allocated during the last five financial years for restoration, conservation, structural strengthening or reconstruction of temples in the State with name of the temple, village/taluka, heritage status, nature and scope of works (structural repairs, roofing, flooring, façade conservation, compound walls, drainage, lighting, landscaping, etc.), amount sanctioned, amount released, actual expenditure incurred, implementing agency, mode of execution (departmental/contract), date of commencement and completion and present status of each work;
b) the complete details of works executed at the Shri Saptakoteshwar Temple, including phase-wise description of works, technical sanction amount, revised cost, if any, total expenditure incurred, date of commencement and completion, name of consultant/heritage expert engaged (if any), and whether structural audit was conducted; further, which authority presently bears responsibility for routine and structural maintenance and the year-wise annual maintenance expenditure incurred since completion of restoration;
c) the list of temples notified or recognised as heritage temples under the relevant State law or policy with details of temple name, village/taluka, period/heritage classification, ownership or management (Devasthan/Trust/Government), date of notification and present conservation status (good/fair/urgent repairs required);
d) the temple-wise details of maintenance, conservation or renovation work undertaken during the last five years in respect of notified heritage temples along with nature of works, technical sanction, implementing agency/contractor, source of funds (State Plan/CSS/CSR/other), expenditure incurred and present stage of completion; and
e) whether Government has framed a standard conservation policy, maintenance protocol or technical guidelines for upkeep of restored heritage temples; if so, the details thereof including frequency of inspections, structural audit norms, approved materials and methods, disaster-prevention measures, annual budget allocation and the department/local body/Devasthan responsible for monitoring and compliance?
