“This House unanimously resolves and strongly urges the Government  to mandate all mining lease holders within the State to prioritize and ensure the hiring of local trucks, JCBs, tipper vehicles, earth movers and other heavy equipment’s owned and operated by Goan residents for transportation and ancillary mining activities, with the aim of supporting local employment and entrepreneurship, stimulating economic growth in mining-affected regions and thereby safeguarding the interests of local communities impacted by the mining operations through the establishment of clear guidelines and monitoring mechanisms to enforce this requirement, as well as facilitation of coordination between mining lease holders and Associations representing local vehicle and equipment operators, to ensure transparency and fairness in the hiring process.”

Further, the House emphasizes the need for stringent measures to guarantee transparency in the recruitment process, equitable access to opportunities for all qualified applicants, and protection of the rights and dignity of those already employed, thereby fostering an environment of trust and economic stability for the people of Goa.”

Romi Konkani in the Schools in Goa

“This House unanimously resolves that the Government takes steps to introduce Romi Konkani in the Schools in Goa considering that Romi Konkani script is in use for more than 450 years in Goa and is responsible for the survival of Konkani language during the Colonial regime and in accord with NEP 2020 which in Para 4.11 has clearly delineated and recognised the need for effective educational benefits with the power of language in education with the words “It is well understood that young children learn and grasp nontrivial concepts more quickly in their home language/mother tongue. Home language is usually the same language as the mother tongue or that which is spoken by local communities” and in keeping with the desire to protect and retain Goa’s ethos and identity which also stems from the use of Romi Konkani.”

Blockage of access & land use for Shri Dev Vetal Devasthan at Alorna Pernem Goa

Fear and concern of law and order situation happening on recurring basis at Shri Dev Vetal Devasthan at Alorna Pernem Goa, which temple has been in existence prior to the Liberation of Goa & recognized even by the Portuguese Government with its Bye Laws approved by the then Governor General on 17 May 1934 after detaching it from Xri Devi Santer, which confirms its prior existence, which is  now being blocked by private individuals as to its access and also usage of surrounding land and toilets, thus inconveniencing large number of devotees and others who come to worship at the temple, as also the cutting of water pipeline supply and erection of barbed wire fencing without any permissions. The steps the Government intends to take in this regard

Pathetic condition of Sub Registrar’s office at Mapusa and difficulties faced by Citizens in its functioning.

Attention of the House is drawn to the setup of the Sub Registar office at Mapusa, Bardez Goa which sees huge number of people attending for various tasks like Sale deeds, Gift deeds, Wills etc. who jostle in the cramped space with no proper arrangements for seating as also no proper mechanism to attend ly to the people attending the office as per their scheduled appointments (ways not ) with added woes of no proper parking space/facility. Steps the Government intends to take to attend to these issues.

002C - LANDLOCKED PROPERTIES AND MOTORABLE ACCESS RIGHTS TO GOAN FAMILIES

*Will the Minister for Revenue be pleased to refer to the reply of Starred LAQ 002C of 02.08.2024 and State:

  1. the current status and specific findings of the committee appointed to examine the issue of motorable access for poor Goan families living in small landlocked properties as replied to clause (a) of the said LAQ and provide a timeline for the finalization and implementation of its recommendations;
  2. the specific steps the Disaster Management Authority has implemented or planning to implement to ensure emergency services like fire brigades and ambulances that can reach the significant percentage of houses in Goa that lack motorable access, especially in the light of the acknowledged risk during disasters and health emergencies, as replied to clause (b) of the said LAQ with a timeline required for such implementation;
  3. whether the road access shown in survey plans does not confer legality as replied to clause (c) of the said LAQ; if so, the measures the Government is taking to regularize all road accesses shown in the survey plans to facilitate actual road construction and whether a specific policy or legal framework is being drafted to address this long-standing issue;
  4. by when the Government will carry out an exercise to show all roads and traditional access on the survey plans; and
  5. with regards to complaints of obstruction of traditional access as mentioned in Annexure ‘B’ of the reply to the above referred LAQ 002C clause (e), state the current status of resolution and whether legal or administrative action has been concluded with documentational proof for cases where access has been restored including photographs or site verification reports?

*WILL the Minister for Revenue be pleased to state: 

  1. whether any complaint has been received by the Directorate of Settlement and Land Records (DSLR) alleging insertion of new structure in the promulgated maps of the DSLR in 1970\'s; if so, the details such as name of the complainant, date of complaint, date on which the same is received by the DSLR, reference letter, if any, under which the same is received and the action taken by the Department with present status of the complaint;
  2. whether the Department was in a receipt of the complaint forwarded by the Vigilance Department alleging insertion of structures in the survey maps promulgated in 1970\"s, if so, the details such as  date of receipt, action taken by the Department along with copy of the letter of Vigilance Department forwarding the said complaint;
  3. furnish copy of the Inquiry Report/action taken report, if any, conducted by the DSLR in respect of this complaint received from the Vigilance Department;
  4. the details of the doubtful structures/structures observed to be inserted with names of the owners/occupiers in the Form I and XIV after enquiry is conducted in response to the complaint filed by the complainant in the Vigilance Department; and
  5. the outcome of the episode in this complaint with present status of the complaint and whether it is further investigated or withdrawn; if withdrawn, whether the Affidavit for withdrawal has been signed by the Complainant; if so, the details of the status of the complaint thereof?

  1. whether the Goa Coastal Zone Management Authority (GCZMA) has verified the shoreline stability of Bambolim beach before granting permission to Grand Hyatt Hotel for construction of wall; if so, furnish copies of scientific studies or shoreline change maps considered;
  2. whether a site-specific shoreline management plan was prepared or considered before granting permission for construction of wall; if so, furnish copies thereof;
  3. whether any complaints or representations alleging manipulation or forgery of the minutes of the 271st GCZMA meeting were received; if so, the details of the same with action taken thereon;
  4. whether any inspections were conducted after granting permission to verify completion status of the wall and to ascertain whether any collapse or reconstruction occurred; if so, furnish copies of such inspection reports with file notings; and
  5. whether any fresh application was submitted after the collapse of the earlier wall; if not, the reasons for allowing reconstruction without new permission or site inspection?

  2. the list of the 15 goals listed in the Vision Document 2020-25 available on the Departments website along with details of implementationand  current status of completion of each goal;
  3. the steps taken by the Government to promote the export of Goan handicrafts and the figures of revenue generated through export of Goan handicrafts for each year from 2021 till date;
  4.  whether any steps have been taken to obtain a Geographical Indication (GI) tag for any Goan handicraft items; and
  5.  if so, the details of the steps taken and the marketing plan to promote such items outside Goa and abroad?

032 - AMBIENT AIR QUALITY MONITORING PROJECT

Will the Minister for Environment and Climate Change be pleased to state:

  1. the current status of the Rs 11.30 crore ambient air quality monitoring project launched in November 2023, including the number of operational monitoring stations out of the planned 39, locations covered and the parameters being measured, especially in industrial estates, mining areas, and Panaji;
  2. the latest available Air Quality Index (AQI) data for Goa, including trends over the past year, and whether any areas consistently exceed safe limits for PM2.5, PM10, SO, or NO, along with a copy of the most recent annual air quality report;
  3. whether real-time air quality data from these monitoring stations is being made publicly accessible online and if not, the reasons for restricting public access to such critical environmental information;
  4. the specific enforcement measures taken by the Government against industrial units or other sources found violating air quality standards, including details of penalties imposed, compliance rates with copies of relevant inspection and action reports; and
  5.  the steps being taken to integrate air quality monitoring with the proposed centralized online environmental data portal for industries and whether there are plans to expand real-time public reporting and enforcement mechanisms for air pollution on par with those being developed for water pollution?
