“I call the attention of the Hon’ble Minister to the Plight of the people specially from Mayem and Bicholim Constituency regarding supply of Drinking water from a reservoir constructed at Lamgao in Bicholim Constituency. These reservoir was constructed 28 years back with capacity of 800m3 is found with dilapidated state and pathetic condition. Incase if this reservoir get demolished due to its present pathetic condition people from Mayem and Bicholim will suffer to a larger extent for want of drinking water. The proposal for construction of new 2000m3 reservoir is pending with the PWD Department and considering the urgent necessity of this reservoir, whether PWD department will expedite the procedure on war footing to construct the said reservoir in the public interest."

“Fear & Anxiety in the minds of public and the commuters to travel from Sarmanas Ferry point to Marcel, as the ramp at the point of Sarmanas-Pilgao is very risky, narrow and steep causing hardship to the commuters specially during congestion and the vehicles has to remain in Que since the ramp is very narrow. Considering the pathetic condition of the ramp, many times accidents occurs slipping of two wheelers causing harmful injuries and recently there was nasty accident on 28th November 2023 wherein due to break-fail the entire four wheeler along with passenger immerse in the river however, due to efforts of public passengers were rescued, but the driver of the said vehicle died on the spot. Thus, to discards this ramp which is full of risk Government may switch on to construction of bridge from Pilgao to Amona along with access road, which will be most convenient safest transport to the public. The Government intends to decide on this solution to construct this bridge and road access between Pilgao to Amona which will be convenient & safe to public to reach to their destination in time"

“Fear and anxiety in the mind of the public specially Narva people due to pathetic condition of the Ramp at ferry point of Narva where ferry is plying from Narva to Divar and vice versa. The existing ramp is very old and also narrow and bad in shape as there are so many wide cracks and wide pit holes at the middle and edge of the ramp where ferry gangplank rests. It is understood that, the repair of this ramp is under tendering process and that will take some time to get the ramp fully repaired. It is pertaining to note that, the famous “Masandevi Jatra” at Narva will be celebrated on 05/09/2023 whereas world famous festival of “Gokul Ashthami” which will be Celebrated on 06/09/2023 and therefore there will be a heavy rush where thousands of devotees will be visiting the Narva Village for darshan at “Masan Devi Jatra” as well as “Gokulashthami” which will create Congestion and commotion to the public at large due to pathetic condition of this ramp. The steps the Government has taken in this regard”

\"Attention of the is drawn as regards the people that Police Department does not implement Section 126 take cognizance to handle the minor cases along with other cases, when people files complaint before the Police Department, the Police Department has power under Section 126 of the Indian Panel Court (IPC) which deals with committing depredation means disturbance of peace and tranquility and there is punishment to anyone who commits depredation (plundering & looting) under this section includes punishment like imprisonment, fines etc. The authority has power to demand with individuals the show cause for potential breaches of peace and disturbances emphasizing the need for a bond with or without surety for keeping the peace.
However, the Police Department after registration of cases under the said section transfer the same to the Office of Deputy Collector for initiating necessary action.
In this case the Deputy Collector and Magistrate is already piled up with different cases like Mundkarial, tenancy, revenue related matters including land survey, disaster management, law and order etc. and therefore adding this cases from Police Department increase the burden of Deputy Collector and thereby the complainant in the case suffer drastically to get the justice in time.
It is therefore suggested that Government should look into this matter seriously and sought out the cases of the public at local or taluka wise ly as per the power rest with the Police Department to speed up the cases, in Public Interest.

Due to non-availability of House Number many villagers have their grievances for not getting Government benefits like Water Connection, Electricity Connections Etc., inspite of having their own house newly constructed and to deny to have their own shelter for their peaceful living of family.
In this connection, whether Government have come out with any policy decision to relive the grievances, fear and anxiety in the mind of people.

Attention of the House is drawn as regards as in the mind of people specially patients suffering from Liver sickness. The patient when referred to Goa Medical College affected with liver sickness are not getting proper treatment, directing them to refer their cases to private hospital, since there is no liver Specialist Doctor in GMC. The patient under poverty line are not afford to take treatment in the private hospital due to high cost of fees and the medication, resulting patients without treatment loss their lives which is a grave concern since GMC is running on top reputation under the able hand of our Hon’ble Health Minister and therefore demand and request the Hon’ble Health Minister to kindly look into this matter to provide liver Specialist Doctor in GMC to relive the fear and anxiety in the mind of patient in public interest.

Fear and anxiety in the minds of counselors/supervisor under GEDC counseling scheme. The Goa Education Development Corporation (GEDC) employed counselors and supervisors to serve as dedicated professional in various High School & Higher Secondary School of all over Goa. In last 10 years they have taken crucial task in enhancing students well being and academic success. It involves in supporting 198 schools and 61 Higher Secondary School thereby visiting 3 Schools weekly, conducting workshops, consultation among students, teachers and parents. They serve as trusted confidence among students dealing with sensitive issues like sexual abuse, self harm, family crisis, anxiety, depression and various other issues. Statistic reflects the scope for reducing suicides, enhancing career guidance, healthcare, education and welfare. Moreover during Covid-19 pandemic more severe challenges, supporting students at remote areas with mental health crisis, social isolation and therefore urge upon to improve and develop their Employment Security and fair compensation. Today they are drawing Rs. 30, 000 per month to counselor and Rs. 35, 000 per month to the supervisor revised after 10 years of gap.
I therefore request the Government to kindly look into this matter considering their dedicated work toward students communities and institution to enhance their present salary and if possible to regularize their services to safeguard the security in their job along with age bar in long run.

Attention of the House is drawn as regards the people as well as local artisans who are engaged in traditional clay idol making in the state of Goa. The Government of Goa has already imposed ban on selling of plaster of Paris Ganesh Idols in Goa. Considering that, the Plaster of Paris is very much harmful and polluted commodity where all the water bodies get polluted due to emersion of plaster of Paris Idols. Inspite of ban the plaster of Paris Idols are brought in Goa from outside states and sold it without any control. The pollution control board keep the vigil to inspect such plaster of Paris Idols around Goa, however inspite of strict inspections these plaster of Paris Idols purchased by the public with high cost, but impact of it is very deteriorating and harmful to the bio- diversity and contamination of water bodies. I am very much shocked, inspite of ban and discussion in the August house, I could see Ganesh idols of Plaster of Paris is piled up presently in Panaji market which is serious issue and violation of rules and regulation as ban imposed by Government of Goa.
Under the circumstances, whether Government is going to take harsh action to sealed those market places where presently Plaster of Paris Ganesh idols being sold without any permission, inspection or control of the concern authority in the angle of bio-diversity, Contamination and pollution of our water bodies in Goa.

(a) whether the Government has received any proposal for development of Mayem Lake as tourist destination; if so, the details thereof; whether the Government is aware that inspite of Mayem Lake being a famous tourist destination there is drastic fall of tourists visiting this place; if so, the reasons thereof;
(b) whether the Government is aware that there is no tourism activity found at Mayem Lake; if so, whether the Government has conducted any survey in this regard to upgrade boating facilities, create cultural activities at local events, increase the revenue of Hotels providing Shikara Boats, tourist boats etc.;
(c) whether the Government is aware that at one time, tourist buses along with tourists were arranged to visit Mayem Lake, Saptkoteshwar Temple Naroa and Salim Ali Bird Sanctuary at Chodan; if so, whether the Government will re-start such facilities for tourist, furnish details thereof;
(d) whether the Government is aware that tourists could also visit this place i.e. Mayem Lake, Saptakoteshwar Temple and Salim Ali Bird Sanctuary via sea route; and
(e) if so, whether the Government has any plans to enhance the visit of tourists via sea route?
