Water Supply to Mayem and Bicholim Constituency

I call the attention of the Hon’ble Minister to the Plight of the people specially from Mayem and Bicholim Constituency  regarding supply of Drinking water from a  reservoir constructed at Lamgao in Bicholim Constituency. These reservoir was constructed 28 years back with capacity of 800m3 is found with dilapidated state and pathetic condition. Incase if this reservoir get demolished due to its present pathetic condition people from Mayem and Bicholim will suffer to a larger extent for want of drinking water. The proposal for construction of new 2000m3 reservoir is pending with the  PWD Department and considering the urgent necessity of this reservoir, whether PWD department will expedite the procedure on war footing to construct the said  reservoir in the public interest."

ENHANCEMENT OF MILK SUPPORT PRICE REGARDING

Fear and anxiety in the mind of dairy farmers who deals with the supply of milk to various dairy cooperative societies and private dairies etc. However, it is observed that the support price given by the concern society to the farmers is very meagre where famers have to bear additional losses to maintain this business. The support price is generally based on key components like fats and Solid-Not-Fat (SNF) inclusive of quality of milk rather than volume of the milk. The price of milk is influenced the market rate due to dairy product like ghee, cream milk powder, paneer etc. however, farmers have to bear high price of fodder, labourers, veterinary cares with small margin of profit, therefore in order to flourished the business of supply of milk, farmers demand to enhance the present support price to the extent of reasonable price whereby they could maintain and cover the cost of production i.e. feed, fodder, labour, veterinary cares, as well as margin of their profit.

In view of above, I urge the Hon’ble Minister for Animal Husbandry & Veterinary Services to kindly look into this matter to revised or enhance the present support price given to the farmers to clear fear and anxiety and maintain their milk supply businesses with encouragement to increase the supply of milk.

DESILTING OF VALVANTI AND BICHOLIM RIVER

Fear and anxiety in the mind of people pertaining to Valvanti and Bicholim River causing flooding specially during monsoon season and people put into hardship. The Valvanti river is one of the important tributary originated from Western Ghat mountain of Sattari and Bicholim Taluka faces numerous problems due to development activities like haphazard sand mining, use of explosive for killing fishes, washing of cloths, releasing of untreated sewerage water, dumping of garbage thus hampering the smooth and clear flow of water as this river joins Mandovi river after covering distance of 21 km at Sarmanas, Piligao. On many occasions during monsoon the river was flooded and villagers at bank of river namely Karapur, Vathadev, Vavti, Piligao, Kudchirem and Bicholim was completely flooded and Government machinery along with disaster management authority has to be pressed to work on war footing to save the life of the people and protecting houses, this is mainly due to continue deposition and non-biodegradable substances found in the river therefore there is urgent need to desilting of Valvanti and Bicholim River to avoid future disaster to the public.

In view of above, I hereby urge the Hon’ble Minister for WRD to kindly look into this matter to desilt this river to prevent flooding in future on war footing and clear fear and anxiety from the mind of people to save the life from flooding of the river.

DETERIORATING CONDITION OF FERRY RAMP AT CHORAO- POMBURPA AND PILIGAO, SARMANAS-TONCA AND INCIDENCE DUE TO INEXPERIENCE CREWS WORKING ON FERRIES

The fear and anxiety in the mind of public that is commuters travelling via Chorao-Pomburpha ferry as well as Piligao, Sarman-Tonca ferry point respectively.

It is observed that, ramps at Chorao-Pomburpha ferry on both the side is in dilapidated condition i.e. at the Pomburpha side the ramp requires to be widen for free movement of commuters/vehicles along with parking whereas from Chorao ferry point the river water at high tides flows over the ramp and enter into the khazan field thereby destroying the paddy crops and due to flooding approach road is not visible for the commuters specially school childrens, senior citizens and vehicles are largely obstructed and face hardship.

In this context in my last LAQ No. 09C tabled on 26/03/2025 the Government assured that inspection will be carried out to study the situation, however till date no action has been initiated.

It is also observed that, crews working in this ferry services are found to be in experience, because on many occasion the ferry is docked at random that is at the side of the ramp dashing the bund or above the ramp which makes difficult for commuters movement at exit and boarding point. The crew although found without dress code and not adhering to the properly time schedule thereby commuters are out into inconvenience, infact the crew also found commuters put into hardship, crew requires to follow the norm of maritime standard for safety of commuters, vehicles and vessels of the Government.

I also recall my earlier LAQ No. 167 tabled on 05/02/2024 regarding ferry services at Piligao, Sarmanas - Tonca ferry point wherein Government assured that due to congestion, narrow creek and blockage navigation channel at Tonca side the tender was publish for carrying out dredging navigational channel and improve the condition of ramps at Piligao side, since there are many accident take place and one of the accident that one four wheeler due to break failure sink in the river due to nature of narrow and sloppy ramp which requires urgent repair.

In view of the above, I hereby strongly urge the Hon’ble Minister for RND to kindly look into this matter of Chorao-Pomburpha ramp as well as Piligao, Sarmanar-Tonca ferry services with special intention is required at Piligao ferry point to be resolved on Top Priority to clear the fear and anxiety in the mind of public.

Security at Chorao-Ribandar Ferry Point.

Fear and anxiety in the mind of the people specially at Chorao & Ribandar near ferry point due to lack of security in day-to-day ferry services. 

The Government aware that since introduction of Ro-Ro Ferry services between Chorao and Ribandar, the congestion and crowded commuters are increasing enormously like Four wheelers, Two Wheelers, school buses, Ambulance and therefore it becomes tough job for the ferry staff to control this situation. It is also observed that due to Ro-Ro Ferry Services resulting disturbance for parking, rushing of the commuters thereby vehicle are stranded in between and may cause accident on ferry ramp or inside the ferry due to recklessness and may face with serious consequences. 

Under the circumstances proposal was submitted to Government, enroute to the Superintendent of Police (Traffic) Police Headquarter, Altino, Panaji to deploy two Traffic Police at ferry point, Chorao side and Two Traffic Police at Ribandar side between 7.00 am till 10:30 pm to streamline the congestion and maintain strict discipline as well as catering smooth functioning of ferry services without any disturbance or nuisance from commuters point of view and at the interest of large public. Whether Government will take fast track action to resolve the alarming public issue.

STATUS OF CONTRACTUAL APPONTMENT STAFF.

Fear and anxiety in mind of employees appointed on contractual basis. The Government Polytechnic Mayem-Bicholim advertise various posts namely Technician (Mechanical) 2 posts, Technician (Electronics) 1 Post, Assistant Electrician 1 post, Driver (Heavy Vehicle) 1 post, Attendant 1 post, Peon 1 post, Security Guard 3 posts respectively dated 08 July 2013 and accordingly the said employee were selected on recommendation of Directorate of Technic Education, Porvorim and posted in Government Polytechnic Mayem-Bicholim dated 10 June 2013 as per terms and condition of contract/ agreement later on they were appointed at Government Polytechnic Mayem-Bicholim on terms and condition under Goa Recruitment and Employment Society, Shram Shakti Bhavan, Panaji dated 20/09/2013. The Personnel Department vide circular dated 02/09/2016 decided to obtain information from various Government Department/ autonomous body to create a data base of such contractual employees i.e. Group C & D Category working in the respective organisation for last 5 to 10 years. Further, Personnel Department vide circular dated 18/12/2017 instructed to various department to submit the data of contractual staff group C engaged on contract basis who are sometimes engaged for long duration as Government is considering to formulate policy guideline for such contractual staff who were working for last 5-10 years. In pursuance of aforesaid circular of Personnel Department and since employees who were duly recommended by the selection committee at Director of Technical Education, Porvorim and posted in Government Polytechnic Mayem-Bicholim and later on by Goa Recruitment and Employment Society dated 20/09/2014 offered appointment letter and posted them in Govt. Polytechnic Mayem-Bicholim and till date inspite of circular of Personnel Department these employees are working under Goa Recruitment and employment society on contract basis i.e. from the year 10/06/2013 till date i.e. almost 13 years without regularisation of their services nor monetary benefits and no security in services inspite of having their big families to support and regular service is in limbo. Considering the high cost of living with large family to support and uncertainty of service matter, employees are mounted and clouded with fear and anxiety to overcome bleak future of himself and his family in long run.

Whether Government will take fast track action to regularize the services of such employees to give them relief ultimately to achieve their dream of regular services.

001B - PLASTER OF PARIS GANESH IDOLS

*WILL the Minister for Environment and Climate Change be please to state:

  1. whether the Government is aware that several Plaster of Paris (POP) Ganesh Idols have been imported from neighbouring States for sale in Goa and display in various permanent establishments and other temporary establishments/chitrashalas across the State during the annual Ganesh festival and this POP idols are made from hemi hydrated calcium sulphate manufactured by calcinations process and when such POP idol immerse in water doesn’t dissolve or disintegrate fast, thereby causing environmental effects to the riverine/coastal ecology which in term causes adverse environmental effects; if so, give details;
  2. whether the Government is aware that considering the public health and likely effects in the environment of the State of Goa, whether the Government will ban the sale of POP idols or ban to use in any part of Goa; if so, give details along with such notification/Order;
  3. whether the Government is aware that by virtue of the powers conferred under Section 5 of the Environment (Protection) 1986 vide notification dated 22/09/1988, it is directed that Commissioner of Excise to check the entry of vehicles in the State, Director of Transport to check the entry of Vehicle in the State, the Director General of Police to take appropriate action against the offenders, Commissioner (Commercial Taxes) to ensure that all permanent and temporary licenses of establishments in State do not conduct any sale of POP idols or cancel the same and in the event of offence, Director, Municipal Administration and Director, Panchayat directing them not to grant any licenses to such establishments to display and sell POP idols, GSPCB shall jointly conduct inspections along with GHRSSIDC and also give necessary advertisements in the local dailies, electronic media to create awareness, district Collector to enforce the directions, Director, Industries Trade and Commence to issue directions to all industries to use said manufacturing units to stop manufacture of POP idols, if so, give details of each Departments of the action taken thereon along with report of last 3 years; and
  4. whether the Government is aware that to promote clay Ganesh idols in Goa the subsidy is increased from Rs. 100 per idol to Rs. 200 per idol, since during 2025-26 subject to a maximum 250 idols per artisans, with aim to promote the manufacture of clay Ganesh idols in the State and curb the import of POP idols; if so, give details along with reasons that inspite of encouragement of Government to strictly ban on POP Ganesh idols they appear in the State of Goa during Ganesh festival, give reasons and how many such cases are booked till date?
