Horrible Situation At Sarmanas Ramp In Mayem Constituency

Fear & Anxiety in the minds of public and the commuters to travel from Sarmanas Ferry point to Marcel, as the ramp at the point of Sarmanas-Pilgao is very risky, narrow and steep causing hardship to the commuters specially during congestion and the vehicles has to remain in Que since the ramp is very narrow. Considering the pathetic condition of the ramp, many times accidents occurs slipping of two wheelers causing harmful injuries and recently there was nasty accident on 28th November 2023 wherein due to break-fail the entire four wheeler along with passenger immerse in the river however, due to efforts of  public passengers were rescued, but the driver of the said vehicle died on the spot. Thus, to discards this ramp which is full of risk Government may switch on to construction of bridge from Pilgao to Amona along with access road, which will be most convenient safest transport to the public. The Government intends to decide on this solution to construct this bridge and road access between Pilgao to Amona which will be convenient & safe to public to reach to their destination in time"

Pathetic condition of the Ramp at ferry point of Narva

“Fear and anxiety in the mind of the public specially Narva people due to pathetic condition of the Ramp at ferry point of Narva where ferry is plying from Narva to Divar and vice versa. The existing ramp is very old and also narrow and bad in shape as there are so many wide cracks and wide pit holes at the middle and edge of the ramp where ferry gangplank rests. It is understood that, the repair of this ramp is under tendering process and that will take some time to get the ramp fully repaired. It is pertaining to note that, the famous “Masandevi Jatra” at Narva will be celebrated on 05/09/2023 whereas world famous festival of “Gokul Ashthami” which will be Celebrated on 06/09/2023 and therefore there will be a heavy rush where thousands of devotees will be visiting the Narva Village for darshan at “Masan Devi Jatra” as well as “Gokulashthami” which will create Congestion and commotion to the public at large due to pathetic condition of this ramp. The steps the Government has taken in this regard”

Farmers from Bhavkai in Mayem

“Fear and anxiety in the minds of the people, especially farmers from Bhavkai in Mayem Village on account of large breaches to the Bhavkai bund Khazan resulting in inundation of saline water in the Bhavkai Khazan field thereby damaging the crops and unable to cultivate their traditional field during monsoon the resultant report submitted to the Government for immediate action to repair the bund informing the soil conservation Division, Directorate of agriculture in consultation with the managing committee of Bhavkai Bund Khazan Tenant Association including inquiry of the auction of the Khaylo Sluice Gate to give relief to the farmers and there is an overflow of the flooding Saline water on the road connected from Bhavkai to Railway Gate in danger of damage. The Government intends to resolve this problem and give relief to the public and local farmers”.

Devasthan Regulation Act - Mazanias

"Fear and anxiety in the mind of devotees/people wherein most of the Hindu religious Temple /Devasthan consist of bodies of members(Mazanias) crop up dispute internally there by dictating their rights on ancient traditional Deity resulting the traditional celebration of festival (Utsav) being interrupted and the administrator acting within the power under article 70 of Devasthan Regulation Act are not able to resolve or celebrate this annual deities festival (Utsav) of Devasthan resulting in communal disharmony, resentment and hurting of religious sentiments of the devotees for not getting darshan or blessings and disappointment and frustration prevails in the villages”. The steps the Government will take to empower the Administrator to act in the matter”.

CONGESTION AND DELAY IN FERRY SERVICES BETWEEN SARMANS PILIGAO AND TONCA MARCEL

“ Fear and anxiety in mind of the people due to always congestion and delay in ferry service operated between Sarmanas Piligao to Tonca Marcel as a result of which school children, office people and daily commuters suffers to great extent. The main problem of delay and congestion is that there is a smaller size of channel or narrow creek at Tonca Marcel ramp and two operating ferry cannot cross each other in time because  ferry at Tonca side take much time to clear the creek and therefore other ferry has to wait outside the creek, thereby public has to face the brunt. Whether the Government has surveyed the situation at Tonca Marcel ramp to widen the size of the channel or narrow creek in order to operate both the ferry’s smoothly and resolve the problem of the commuters.

“Fear and Anxiety in the minds of people of Village Ona & Kudchirem in Mayem Constituency on account of Substantial delay in processing their application filed before Mamlatdar of Bicholim for regularization of unauthorized construction/property and for want of regulation they cannot avail all the govt. facilities/schemes etc since landed property belongs to the government considering that their construction is very old and required urgent renovation or reconstruction to enjoy proper shelter on humanitarian ground as well as derive the benefits of all the govt. scheme with their school children which remain without availing in spite of 62 years of liberation of state of Goa and therefore they cherished and aspired to get their application sanction for regularization of unauthorized structure/property at the earliest. Whether Government will decide to expedite this application without further delay to get their rights for unauthorized construction/property, in village ona & Kudchirem.

EMRI 108 AMBULANCE SERVICE.

“Fear and anxiety in the minds of the people of Chodan,  Naroa and nearby in Mayem Constituency on account of Fatal death of person Shri. Noni Surya Valvaikar age 59 r/o Karabhat Chodan due to an accident that occurred on 2/05/2023 skidding from his scooter on the newly erected speed breakers causing head injury near Gopal Krishna Temple at Madel Chodan and died in GMC while undergoing treatment. he was been seriously injured due to accident on 2/05/2023 and also unconscious and when 108 Ambulance was called the attendant in the said Ambulance preferred to take him at first at public Health Centre Bicholim instead of nearby GMC Hospital Bamboli and from Bicholim he was later on referred to GMC and due to considerable time in Transit his head injury got deteriorated till he reaches to the GMC and after necessary treatment on Sunday 7/05/2023 morning he breath his last. considering that spot of accident was near the Chodan Ferry, and he would have been reached to GMC rather early instead of referring him to Bicholim Public Health Center as per the government guidelines and therefore he lost his life, he was working in R&D Department having his family of wife and two children and other family members. whether the Government will take serious note of this case to revise the guidelines of 108 Ambulance service wherein under such Fatal accident the attendant in 108 should examine the severity of the injury and if it is head or brain injury the attendant should see to rush him to the nearest Hospital like GMC rather than Local Hospitals to save the Life of the person. Whether Government also aware to take steps to provide job to his family member under compassionate Grounds due to death in Government service.”

(a) whether the Government is aware of the old Sagar Tali at Naroa which is filled with water throughout the year;
(b) whether the Government is aware that the Sagar Tali water gets wasted as in-between the paddy fields there runs a Konkan Railway track and the box culvert of the said track has been completely buried with mud as a result the water flow is stopped and paddy fields are flooded and farmers are not able to cultivate the land;
(c) whether the Government has surveyed this location of Sagar Tali and ascertain feasibility report of the situation;
(d) whether the Government is aware that the farmers find it difficult to go to their fields; and
(e) if so, whether the Government will construct a drainage to let out the water from their fields so that the farmers will have access to their fields to cultivate crops?
