“This House resolves and recommends the Government to frame necessary policies to finance the Pandarpur Yatra termed as (Wari) undertaken by different groups across the State who visit Pandarpur as Dev Darshan specially on the auspicious day of “Ashadi Kartiki Ekadashi”.

“Attention of the House is drawn as regards plight of the laid off workmen of Goa Glass Fiber Limited, at Colvale, which may eventually be permanent which is due to action initiated against the Company by the Department. The steps of the Government has taken in this regard”.

“Attention of the House is called to the grave matter of national security and public concern of an international network operating in Goa funded by International operators which has come to light on the arrest of Ms. Ayesha alias S. B. Krishna alias Nikki who reportedly resided in Old Goa and was part of a transnational network operating in India. The steps the Government has taken to detect and neutralize this network.

Attention of the House is called to the old fabricated foot bridge between Sinquerim and khorjuem village which has deteriorated and thus endangering the users. It may collapse at any time. Hence, the steps of the Government has taken to replace the same."

“Attention of the House is drawn to the fact that most of the Khazan fields have thick mangroves and are left fallow also bunds and sluice gates are badly maintained resulting in flow of saline water. The steps the Government has taken to restore the Khazan fields back to paddy cultivation."

“I call the attention of the Hon’ble Minister to the Plight of the people specially from Mayem and Bicholim Constituency  regarding supply of Drinking water from a  reservoir constructed at Lamgao in Bicholim Constituency. These reservoir was constructed 28 years back with capacity of 800m3 is found with dilapidated state and pathetic condition. Incase if this reservoir get demolished due to its present pathetic condition people from Mayem and Bicholim will suffer to a larger extent for want of drinking water. The proposal for construction of new 2000m3 reservoir is pending with the  PWD Department and considering the urgent necessity of this reservoir, whether PWD department will expedite the procedure on war footing to construct the said  reservoir in the public interest."

Fear and anxiety in the mind of State Potters, Artisans and sculptures for want of improvement in traditional field of Artisans, craftsmen, sculpture in the State of Goa. The Goa State is rich and specialized in the field of traditional artisans, craftsman and sculptures and in order to boost and come with specific reforms, there is essential need of constituting Mati Kala Board in the State of Goa. 

The Mati Kala Board in specialized Government body designed to revive, protect and economically, strengthen heritage of clay artisans, potters and sculpture across the State. It is eco-friendly industries with primarily serve as a cultural preservation and environmental conservation and eco-friendly with objective of the board is to systematically drive out toxic, non-biodegradable Plaster of Paris (POP) Ganesh Idols. The board enforces rules and educate the public to prioties traditional (Clay/Matti) idols for massive seasonal events like Ganesh Chaturthi, since clay idol do not degrade the environmental water bodies thereby sustaining the livelihood of local artisans i.e. financial subsidies, skill development, modern tool, technology, electric pottery mill, pug mills to minimize physical labour cost and increase output efficiency of Goan artist and craftsmen. Preserving art heritage, Goa has rich history of terracotta work and clay crafts used in daily village life, local rituals, temple festivals, which prevent also to import mass produce like plastic or synthetic goods. It creates dedicated consumer pipeline like Matti Kala Melas (Fairs), exhibition, platform to showcase the crafts to domestic as well as foreign tourist and supporting the Swayampurna Goa aligned directly with the state Swayampurna Goa Mission. Presently many State across the country have constituted the Mati Kala Board, like UP, Chhattisgarh, Jharkhand, Maharashtra etc. and they showcase their traditional, Art & Craft sculptures giving economical support and livelihood to their artisans. If Mati Kala Board is constituted in the State of Goa along with all other artistic schemes under one umbrella, then Board will flourished smoothly with ample of scope to the artist to seek self-employment instead of depending on Government or private jobs and also the allotment of funds will be utilized appropriately to safeguard the tradition of artisans as well as prevent the import of POP idols which is nuisance under environmental sector. 

In view of above, whether the Government will take immediate action to constitute Mati Kala Board on Top Priority basis in the interest of Goan Traditional artists to safeguard their livelihood and protect the Goan heritage.

The fear and anxiety in the mind of employees who have recruited under Goa Recruitment and Employment Society. The concerned employees were recruited under this society somewhere in the year 2012 and posted in various departments across Goa. It is observed that, there are 13 employees recruited under the Goa Recruitment and Employment Society which includes 2 employees i.e. 1 post MTS, 1 post Assistant Electrician and 3 Instructors were initially appointed on contract basis with interview during the year 2012 posted them in the Government Polytechnic Bicholim, presently there 13 employees are working in the said polytechnic with meager salary i.e. contractual Salary paid to them and there is no sign of regularization to the concern posts. Since these employees have completed more than 14 to 15 years without any reasonable prospect i.e. regularization of services. Considering the age bar of each employee, large family to support and maintaining the livelihood, causing mental stress to these employees and therefore their demand before the Government to regularize their services as early as possible. Considering the present Government policy to regularize such employees who have completed 10 years and above to meet their demand on moral ground.

Fear and anxiety in the minds of Fire Fighting Staff to avail the benefit of Risk Allowances.

The Risk Allowances for Fire Fighting Staff is necessity. The Risk Allowances are given to Fire Fighting staff to compensate them for the high level physical danger/risk, hazardous environment like open flames, toxic chemical smokes, unstable structural collapse, uprooting of big trees and damaging of houses or rescue the human life, during floods, industrial accidents etc. which harm their health with mental stress they endure to protect public life safety. Even their families undergo with mounting pressure, tension and stress due to high risk job. The Government of India has already implemented the Risk and Hardship Allowances for the Fire Fighting Personnel. 

In view of above, whether Government will take immediate steps to make applicable the Risk Allowances to the Fire Fighting staff in Goa on Top Priority, since they are awaiting to meet their grievances eagerly. 

Fear and anxiety in the mind of dairy farmers who deals with the supply of milk to various dairy cooperative societies and private dairies etc. However, it is observed that the support price given by the concern society to the farmers is very meagre where famers have to bear additional losses to maintain this business. The support price is generally based on key components like fats and Solid-Not-Fat (SNF) inclusive of quality of milk rather than volume of the milk. The price of milk is influenced the market rate due to dairy product like ghee, cream milk powder, paneer etc. however, farmers have to bear high price of fodder, labourers, veterinary cares with small margin of profit, therefore in order to flourished the business of supply of milk, farmers demand to enhance the present support price to the extent of reasonable price whereby they could maintain and cover the cost of production i.e. feed, fodder, labour, veterinary cares, as well as margin of their profit.

In view of above, I urge the Hon’ble Minister for Animal Husbandry & Veterinary Services to kindly look into this matter to revised or enhance the present support price given to the farmers to clear fear and anxiety and maintain their milk supply businesses with encouragement to increase the supply of milk.

Fear and anxiety in the mind of people pertaining to Valvanti and Bicholim River causing flooding specially during monsoon season and people put into hardship. The Valvanti river is one of the important tributary originated from Western Ghat mountain of Sattari and Bicholim Taluka faces numerous problems due to development activities like haphazard sand mining, use of explosive for killing fishes, washing of cloths, releasing of untreated sewerage water, dumping of garbage thus hampering the smooth and clear flow of water as this river joins Mandovi river after covering distance of 21 km at Sarmanas, Piligao. On many occasions during monsoon the river was flooded and villagers at bank of river namely Karapur, Vathadev, Vavti, Piligao, Kudchirem and Bicholim was completely flooded and Government machinery along with disaster management authority has to be pressed to work on war footing to save the life of the people and protecting houses, this is mainly due to continue deposition and non-biodegradable substances found in the river therefore there is urgent need to desilting of Valvanti and Bicholim River to avoid future disaster to the public.

In view of above, I hereby urge the Hon’ble Minister for WRD to kindly look into this matter to desilt this river to prevent flooding in future on war footing and clear fear and anxiety from the mind of people to save the life from flooding of the river.
