“This House unanimously resolves that the Government takes steps to protect the rights of the traditional fishermen especially from Vasco whose traditional access to fishing rights and livelihood and homes are being threatened by increasing urbanization, port expansion, environmental degradation, loss of fishing rights and various other restrictions imposed on them so as to ensure their rightful place in Goa’s development narrative.”

In doing so, the Government has resonated the sentiments of crores of citizens irrespective of caste, creed, gender or religion. Ram Janmabhoomi Mandir is going to be the Nation\'s best example of communal harmony and to commemorate the same 22nd January of every year be declared as a public holiday”.

This House resolves that “Our allegiance as Indians should not be affected by any kind of competing allegiance” as quoted by Dr. B.R. Ambedkar. A recent documentary released by the British Broadcasting Corporation (BBC) is yet another malicious attempt to blame the then State Government for the Godhra carnage in Gujarat and the consequent communal riots that took place in Gujarat in the year 2002. In response to the detailed investigation conducted regarding these unfortunate incidents of year 2002, the State Government vide notification dated 6.3.2002, formed an Inquiry Commission headed by High Court Justice K.G. Shah. The State Government vide notification dated 21.5.2002 appointed retired Supreme Court Justice G.T. Nanavati as the Chairman and retired High Court Justice K. G. Shah as the Member of Nanavati Shah Commission. On 20.7.2004, history was created by including the conduct of the then Chief Minister and his Council of Ministers within the scope of the Commission’s inquiry. This unprecedented action fulfils the principle of accountability and transparency. At the end of the extensive investigation conducted by the said Inquiry Commission, the Commission, it came to the conclusion that the incident of burning a train compartment at Godhra railway station on 27.2.2002 was a premediated conspiracy. The communal riots that broke out in Gujarat after 27.2.2002 were spontaneous. The Commission in its report it has stated that no evidence has been found that the State Government, religious organization or political party played any role in these riots. Both the above reports have been tabled in the Assembly. It becomes important for this House to review the incident with this in mind, which clearly leads to the innocence of the current Hon’ble Prime Minister in the Gujarat riots of 2002. Moreover, any collusion and inaction on behalf of the Government of Gujarat has been steadfastly denied by the Hon’ble Supreme Court. In the context of these incidents in Gujarat, there has been a deliberate and malafide attempt to discredit the popularity of the then Chief Minister and the Present Prime Minister of India through a recently released B.B.C. documentary. Twenty years since the incident, the BBC seems to be playing a negative role by releasing a documentary with an agenda to taint the rising international prestige of the Hon’ble Prime Minister, his resolute leadership and to thwart his determination to make India a world leader in the social and economic spheres. This documentary holds the then Chief Minister directly responsible for these unfortunate events that took place in Gujarat, which is in stark contrast to the Nanavati Commission’s “clean chit” to the State Government over the Godhra carnage and consequent communal riots. Attempts made by some nefarious elements and NGOs who act as instruments of the foreign Governments by moving Metropolitan Court, Gujarat High Court and Supreme Court with the demand to hold the then Hon. Chief Minister, office bearers and officials accountable directly or indirectly, have been unsuccessful. This BBC documentary, with maligned intentions misrepresenting the events of 2002, is a malicious and a low-level attempt to tarnish India’s global image internationally. India is a democratic country and freedom of expression is at the core of its Constitution. But, that does not mean that any news media can act in a capricious manner by abusing such freedom. If someone behaves or acts like this, it can never be tolerated. BBC is losing its credibility and it seems to be working with some hidden agenda against India and the Indian Government. Hence, this House requests the Central Government to take strict action against the whimsical findings shown in the BBC documentary.”

“Attention of the House is Drawn to constant shortage of water supply in Vasco Constituency, the over head tanks of Vasco Constituency and around which are linked to water supply need urgent attention. it requires maintenance, repairs. people staying nearby tank at new vaddem residence in fear as its cement keeps on falling, it requires cleaning. it has been understood that many years past that no cleaning has been done from past so many years. The Steps of the Government to rectify the same."

“Fear and anxiety in the minds of the people travelling from Panjim to Ponda on safety of the 400 year old Ribandar causeway also known as Ponte de Linhares connecting Panjim to Old Goa via the village of Ribandar. Initially, built to carry horse-drawn carriages and has since stood the test of the time and is being used by all kinds of traffic including buses. In November 2021, half a meter section of the causeway had sunk which was later repaired. The following year in August 2022, one lane of the causeway was shut down after the base under an archway was seen to have been corroded. The Steps the Government has taken in this matter”.

“fear and anxiety in the minds of the people of Calangute, Pilerne, Saligao and Porvorim that due to the sudden outbreak of massive fire at the Berger- Becker Paint factory at Pilerne Industrial Estate at Saligao, the sudden pollution created in the form of carbon monoxide and various other harmful gases in the environment could create health issues especially to high risk people with asthma or chronic respiratory illnesses and infants. The water of the wells in the said areas has also been contaminated and not safe for drinking purposes, especially in saipem vaddo of Candolim villages. The steps the Government intends to undertake in the matter”.

The rates in Mormugao were tlraised to an unrealistic figure of Rs. 25000 per square.m on par with commercial areas in Panjim, Taligao and commercial areas in the North
The increase in the prices has tremendously affected the common man as well as business alike
The stamp duty payable due to the difference in the market rates and notified rates is creating a tremendous burden on the common man.
Moreover the said difference in rates also attracts 50c of the Income tax Act where income is taxable on basis of stamp duty payable and not the actual.market value of the transaction
The notified circle rates of Mormugao need to be corrected to realistic values closer to market rates to save the unnecessary burden on the common man.

(c) whether the Tourism Department is working with environmental agencies to ensure that water sports activities do not harm the local marine ecosystem, especially with regards to coral reefs and coastal marine life;
(d) whether the Government has a system in place for licensing and monitoring water sports operators to ensure that only qualified operators are allowed to operate in Vasco; and
(e) the efforts that are being made to provide training programs for water sports operators and guides, ensuring that they are equipped to handle both safety and environmental challenges?
