Attention of the House is Drawn to constant shortage of water supply in Vasco Constituency, the over head tanks of Vasco Constituency and around which are linked to water supply need urgent attention. it requires maintenance, repairs. people staying nearby tank at new vaddem residence in fear as its cement keeps on falling, it requires cleaning. it has been understood that many years past that no cleaning has been done from past so many years. The Steps of the Government to rectify the same."

Old Ribandar Causeway

“Fear and anxiety in the minds of the people travelling from Panjim to Ponda on safety of the 400 year old Ribandar causeway also known as Ponte de Linhares connecting Panjim to Old Goa via the village of Ribandar. Initially, built to carry horse-drawn carriages and has since stood the test of the time and is being used by all kinds of traffic including buses. In November 2021, half a meter section of the causeway had sunk which was later repaired. The following year in August 2022, one lane of the causeway was shut down after the base under an archway was seen to have been corroded. The Steps the Government has taken in this matter”.

“fear and anxiety in the minds of the people of Calangute, Pilerne, Saligao and Porvorim that due to the sudden outbreak of massive fire at the Berger- Becker Paint factory at Pilerne Industrial Estate at Saligao, the sudden pollution created in the form of carbon monoxide and various other harmful gases in the environment could create health issues especially to high risk people with asthma or chronic respiratory illnesses and infants. The water of the wells in the said areas has also been contaminated and not safe for drinking purposes, especially in saipem vaddo of Candolim villages. The steps the Government intends to undertake in the matter”.

I would like to bring to the attention of this house the serious issue of dilapidated buildings in our port town, which pose a significant threat to public safety.

I would like to bring to the attention of this house the serious issue of dilapidated buildings in our port town, which pose a significant threat to public safety.
Several of these structures, both occupied and unoccupied, some owned by the MMC are on the verge of collapse. We\'ve already seen portions of slabs falling, which creates a major danger. Many of these buildings are in the city center, where thousands of people pass by daily.
Since the owners have failed to act and are least bothered to protect their properties, I urge the state administration to intervene immediately. These buildings must be taken over and demolished as a matter of priority to protect the public.
I kindly request the Hon\'ble Chief Minister to address this urgent matter.

Attention of the House is drawn to the pressing issue of prime spaces in Vasco city being occupied by many rent a car\'s thereby depriving the general public, office goers shopkeepers and people visiting Vasco of parking.
Repeated requests to the RTO authorities to take strict action have fallen on deaf ears. 
Also buses in the main market near the Municipality are parked haphazardly blocking access to morning office goers
Requesting Hon.Minister to intervene and give justice to common people by taking strict action against these violators.

critical issue affecting thousands of citizens residing in housing cooperative societies.

Kind attention of this House is drawn to a critical issue affecting thousands of citizens residing in housing cooperative societies.
Many of these societies have not yet been able to transfer the title of their land from the original developers. The lack of clear title is creating significant hardships for our constituents, preventing them from selling their flats or availing of necessary loan facilities.
The current stamp duty and registration fees are high, making it  unviable for these societies to regularize their property titles. This has created a deadlock, leaving them state of uncertainty.
I would like to commend the Honourable Chief Minister for introducing a special amnesty scheme to address this very problem. But there remains a lack of clarity regarding the scheme\'s progress and its current status.
I urge the government to provide an update on the implementation of this scheme and to take immediate steps to ensure that these citizens can regularize their property titles without undue financial burden.

Fear and anxiety in the minds of people of Vasco regarding the non compliance of order dated 9/07/25 by Collector South to various Government Department\'s with regards to removal of the illegally installed gate and compound wall by the MPA

Fear and anxiety in the minds of people of Vasco regarding the non compliance of order dated 9/07/25  by Collector South  to various Government Department\'s with regards to removal of the illegally installed gate and compound wall by the MPA  in total violation of all laws making it an accident-prone zone and a constant fear that MPA may close these gates and in addition prohibit public access to the newly built Loop bridge.

Also growing public resentment against suspicious closure of the Portuguese era footbridge by MPA, citing flimsy reasons.. This bridge served as shorter/alternate way for the general public/ school students  from Baina to Vasco city raising doubts of MPA\'S intentions regarding public access.
Seeking immediate intervention by Hon. CM  before this turns into a law and order issue.

Issue of transfer of shop occupancy from the original lease holders to themselves prior to 2002.

I wish to draw the attention of the House to a matter of municipal occupants

I  bring to your notice a pressing issue affecting approximately 33 occupants of municipal shops in Mormugao Municipal Council. These individuals, who are not related by blood, have been facing undue fear and anxiety due to the uncertainty surrounding their occupancy rights.

- The occupants applied for transfer of occupancy from the original lease holders to themselves prior to 2002.
- The council collected transfer fees from these applicants, and the process was undertaken based on municipal council resolutions and directions from the Director of Municipal Administration.

Despite fulfilling all requirements and making the necessary payments, these occupants have been left disappointed and frustrated due to the lack of progress in their cases. The prolonged uncertainty has caused significant anxiety and fear among them.

I humbly request your intervention in this matter Given the council\'s past actions and the payments made by the occupants, it is imperative that a solution is found to protect the rights of these individuals. I request Hon\'ble minutes to look into this matter urgently and provide a way forward to resolve this issue, including considering amendments to the Municipal Acts if necessary or may take a legal opinion in this matter.

The Government has framed a scheme to regulate the grant of temporary status to daily wage labours working for 7 year or more is as per ‘Annexure’. However, no proposal has be moved to regularize daily wage worker working for 5 years or more.

b. whether the Government finalised or confirmed names of daily wage labour/contract labour who are due for regularization, whether any list has been prepared in this regard; if so, furnish details; and

 

The Department of Urban Development vide Letter No. 11/33/2025-DMA/TS/1820 dated 30/07/2025 has requested to provide the list of names of workers eligible under the Daily Wages (grant of temporary Status)  Scheme Of Government of Goa, 2025 

c. the time frame by which they will be regularized?

The monetary benefits to daily wage labours working for 7 year or more shall be payable from 01.08.2025 as per the Daily Wages (grant of temporary Status)   Scheme Of Government of Goa, 2025.

Sir, DDSSY cards are accepted only in the hospitals empanelled under DDSSY scheme. The list of empanelled hospitals in the State of Goa is as per Annexure ‘A’.

The DDSSY scheme is entirely cashless, with predefined procedure rates in general ward, which cannot be altered by the hospitals

c.

whether the Government have any Records of the cases where private hospitals have not accepted the DDSSY cards or are decreasing the amount from what is available on the card; whether Government are aware of such cases; if so, furnish details?

There are no such records of cases where the DDSSY card was not accepted at the hospital. All DDSSY empanelled hospitals are mandated to provide cashless treatment to eligible DDSSY beneficiaries in the general ward. As procedure rates are fixed under the scheme, hospitals are not permitted to modify the claim amount.

 In the State of Goa, Panaji has been designated as the sole city to be included under the Smart Cities Mission.

The Government has constituted a Special Purpose Vehicle (SPV) in the name and style of Imagine Panaji Smart City Development Limited (IPSCDL) for operationalizing the Smart City Projects.

Further, MoHUA vide OM Ref: F. No. K-15016/6/2024-Sc-I/US-II dated 10/06/2025 conveyed the advisory for re-purposing the SPV’s created under the Smart Cities Mission wherein the GoI holds the firm view that SPV’s should continue to operate beyond completion of the SCM period on 31/03/2025.

b.
