“The House strongly recommends the Government to take serious cognizance of the high unemployment rate in the State of Goa and initiate necessary steps to provide industry-demand based job skills to at least 20,000 unemployed youth in the next two financial years under Skill Development Mission and ensure that Goan candidates are preferred in private sector jobs in the State.”

This House strongly recommends the Government that the three linear projects of double-tracking of South Western railway lines, Tanmar Power Transmission and expansion of National Highway 4-A passing through the protected areas of Bhagwan Mahaveer Wildlife Sanctuary and Mollem National Park be scrapped in the interest of the public who have shown strong opposition to these three projects that threaten the ecology of the area and also in view of the recommendation by the CEC. Further, this House recommends the Government to withdraw all cases filed against citizens/NGOs for executing their Constitutional duty under Article 51-A (g) of protecting the environment against the three linear projects through peaceful protests.

“Attention of the House is drawn as regards the concern of people and stakeholders such as Village Panchayats, industry associations, on the introduction of the Reverse Vending Machine (RVM) and Deposit Refund Scheme (DRS) without any awareness, orientation and training in the working of the scheme and the equipments. Though the objectives are laudable as it is reduce the non- biodegradable waste and encourage responsible disposal of mainly alcohol and PET bottles, multi layered wrappers and milk cartons, the apprehension is that RVMs are turning into white elephants and gathering dust after installation without any proper awareness, orientation and training. The steps the Directorate of Panchayats will take to ensure that the scheme of RVMs and DRS will effectively operate at the ground level including making such arrangements mandatory in shopping malls and shopping departmental stores/marts”.

Ministers ReplyAttention of the House is drawn to the issue of drinking water supply in the areas of the Quepem Constituency. Due to the low pressure of water from the Salaulim Dam and the limited duration of supply, people of V.P. Balli, Fatorpa, Betul and other parts are facing significant challenges in accessing adequate water. I therefore urge the Government to take necessary steps to improve the supply and provide relief to the villagers.

Due to this shortage, many patients are facing serious difficulties in receiving timely treatment. I therefore urge the Government to take immediate steps to ensure an adequate supply of these essential medicines so that patients do not suffer due to their non-availability.

a. | the month–wise details of essential commodities whose prices have increased or decreased in the State during the last three years; | Sir, the month wise details of the prices of essential commodities during last three years is placed at Annexure-I. |
b. | furnish a month-wise and year-wise comparative statement of the prices of major essential commodities for the said period; | Month wise and year wise comparative statement of average prices during the last three years is placed at Annexure-I. |
c. | indicate the percentage increase or decrease in prices of each essential commodity during the last three years; | Percentage increase or decrease of average prices of essential commodities during last three years is placed at Annexure-II. |
d. | the reasons attributed to the fluctuation in prices of essential commodities; and
| There are various reasons for fluctuation in prices of essential commodities, such as Unfavorable Weather Conditions, Increased Transportation Costs, Rising Input Costs, etc. |
e. | the steps taken or proposed by the Government to control prices and provide relief to the general public, particularly the economically weaker sections. | It is the collective effort of the Government to mitigate the hike in price of essential commodities. The initiatives and remedial measures of the Government are as follows:- 1. Essential commodities such as rice, wheat and Sugar are supplied by the Department of Civil Supplies & Consumer Affairs at subsidized rate to the eligible beneficiaries in the State of Goa through Fair Price Shops as per the categorization of ration card holders depending on their economic status. This department runs scheme “The Chief Minister’s Financial Assistant for Refilling of LPG Cylinders Scheme 2023” for Antyodaya Anna Yojana (AAY) ration card beneficiaries. 2. The Agriculture Department through Goa State Horticulture Corporation Limited, vide the scheme “Government Intervention for Control of Price Rise Scheme, 2014” provides certain vegetables to the consumers at subsidized rates through their outlets spread across the State of Goa, which helps to curtail artificial price inflation locally. 3. The Department of Civil Supplies & Consumer Affairs, conduct regular inspections to verify stock information from the Godowns of entities such as Traders, wholesalers, retailers, and processors of wheat and pulses, to prevent Hoarding/black marketing and to ensure availability of essential commodities to the general public in the State of Goa. |
