High unemployment rate in the State of Goa

“The House strongly recommends the Government to take serious cognizance of the high unemployment rate in the State of Goa and initiate necessary steps to provide industry-demand based job skills to at least 20,000 unemployed youth in the next two financial years under Skill Development Mission and ensure that Goan candidates are preferred in private sector jobs in the State.”

Three linear projects

This House strongly recommends the Government that the three linear projects of double-tracking of South Western railway lines, Tanmar Power Transmission and expansion of National Highway 4-A passing through the protected areas of Bhagwan Mahaveer Wildlife Sanctuary and Mollem National Park be scrapped in the interest of the public who have shown strong opposition to these three projects that threaten the ecology of the area and also in view of the recommendation by the CEC. Further, this House recommends the Government to withdraw all cases filed against citizens/NGOs for executing their Constitutional duty under Article 51-A (g) of protecting the environment against the three linear projects through peaceful protests.

“Fear and anxiety in the minds of Scheduled Tribe Community due to lethargic approach of the Government to provide political reservations to Scheduled Tribes in Goa. The Government must take immediate steps to provide political reservation to Scheduled Tribes of Goa. It is observed that despite Goa having 12.5% Scheduled Tribes population, they are being deprived their Constitutional Right of Reservation of Seats in Goa Legislative Assembly. The steps the Government intends to undertake/has undertaken  in this regard and also to ensure that the Election Commission of India notifies Constituencies for Scheduled Tribes in Goa.”

“Fear and anxiety in the minds of Goans and villagers of BHOMA and CORLIM that their traditional  residential houses, Temples will be demolished, their tradition, culture and livelihood will be affected,  due to the land acquisition notice issued under section 3 (G) (3) of the National Highways Act, 1956 by the office of the special land acquisition officer CALA, PWD (Cell), Altinho Panaji Goa in the local newspaper on 05.08.2023, as the Competent Authority of Land Acquisition (CALA) is in the process of determination of amount payable as compensation to the owners/interested persons, Notice to all the interested person in such lands is issued to appear before the CALA, on or before 25.08.2023 to submit their claims. The steps the Government intends to take in this matter".

KONKANI CERTIFCATE

Attention of the House is drawn to the issue of the Konkani Certificate, which has been made mandatory for various posts in the Public Works Department (PWD) Labour Society. Goan youths are required to wait for hours at the Goa Konkani Academy to obtain this certificate. Even candidates who have studied Konkani as their mother tongue are still required to acquire it. I urge the Government to exempt students who have studied Konkani as their mother tongue from this requirement and to extend the application deadline to ensure that all eligible youths have a fair opportunity to apply.

As a result, several Goans, whose family incomes depended entirely on these commercial units, are now suffering. As a representative of every Goenkar, I urge the House to consider what steps can be taken to safeguard the livelihoods of our brothers who rely solely on these units for their sustenance.

PROPOSED MALL PROJECT AT WORLD HERITAGE SITE IN OLD GOA

The attention of the House is drawn to the proposed mall project near the Basilica of Bom Jesus, situated at the World Heritage site in Old Goa. Citizens across Goa fear that the Government is failing to safeguard our heritage sites in the name of development. It is also noted that construction is not permitted within 100 metres of a heritage site. In this regard, what steps does the Government intend to take to halt the proposed mall project at Old Goa, and to ensure that the identity and sanctity of the Basilica of Bom Jesus remain preserved.

003A - GREEN CESS & COMPLIANCE WITH HON. SUPREME COURT ORDERS

*WILL the Minister for New & Renewable Energy be pleased to state:

(a) whether the Government has taken concrete steps to recover pending dues under The Goa Cess on Products and Substances Causing Pollution (Green Cess) Act, 2013; if so, provide a detailed calculation of Cess based on the quantity and purchase price of coal for different companies in the last five years prior to 06/02/2025 and after 08/02/2025 till date, in a tabular format for each company; also furnish the timeframe by which the Government will complete the assessment and issue Demand Notices for the recovery of revenue under the said Act;
(b) provide copies of official communications sent to defaulting companies for the recovery of pending dues under The Goa Cess on Products and Substances Causing Pollution (Green Cess) Act, 2013;
(c) whether the Government has sought details of products and substances handled by Mormugao Port Authority in the last five years; if so, provide detailed records, along with a separate Annexure of the assessment done by the Commercial Tax Department on revenue collection under the said Act, including the date of assessment and other relevant details;
(d) provide in a separate Annexure the full details of Demand Notices issued by the Government for the collection of revenue under The Goa Cess on Products and Substances Causing Pollution (Green Cess) Act, 2013, specifying the date of each notice issued till date and the current status of the same, including action taken against defaulters; and
(e) furnish in a separate Annexure company-wise details of payment of 50% of the Green Cess demand towards different types of Coal & Coke in compliance with the directions of the Hon’ble Supreme Court, in a tabulated format under The Goa Cess on Products and Substances Causing Pollution (Green Cess) Act, 2013, the details should include serial number, name of the company, year-wise payable amount, period for which the amount is paid, percentage of the amount paid, pending dues, and reasons for any pendency, if applicable, till date?

*WILL the Minister for Tourism be pleased to state:

(a) the initiatives taken by the Tourism department apart from road shows and International events to increase tourism footfalls in Goa and the results thereof; the methodology used for issuing advertisements to promote Hinterland tourism, Spiritual tourism, beaches, shacks and the types of cuisine served in shacks,  etc. such advertisements released during the last five years in different mediums outside India and within India (outside Goa); furnish details of advertisement expenditure, State/Country-wise and the number of tourists arrived from these States/Countries; the details of agencies empaneled to release such advertisements and copies of agreements signed with each of them; and the steps the Government has taken to promote tourism;
(b) whether there is a tough competition to Goa’s tourism from other States of India or neighboring Countries; if so, give details; whether prior approvals or Ex Post facto approval was taken to release the advertisements; if so, furnish details of all approvals; 
(c) the details of each travel with the total amount spent on foreign tours and travel marts since last five years; furnish the details with names, designation of the Ministers/MLAs’ and Government Officials who participated in the above mentioned tours/Travel Marts; furnish details of the total amount of T.A./D.A. paid to each official, Minister/MLAs’ and Government officials for each trip; and whether permission was taken/obtained for each visit/travel;
(d) the total number of tourists visited from the places where Government officials and Ministers/MLAs, who participated in travel marts and the separate expenditure of this travel to respective places; and
(e) whether the pre-audit has been done by the Sub-Committee of the State Marketing and Promotions Committee or any other agency with respect to expenditure of the above-mentioned foreign tours/road shows?

 WILL the Minister for Archaeology be pleased to state:

(a) whether the Government has received any letter/representation/memorandum urging the Government to notify Lohia Maidan, Margao, Azad Maidan, Panaji, Chieftains Memorial at Cuncolim and Martyrs Memorial at Patradevi and Assolna as places of historic importance from 2022 till date, furnish copies of all such communications;
(b) whether the Government has taken any steps to protect, preserve, maintain and notify the above referred places as places of historic importance, if so, furnish copies of all relevant file notings, if not, the reasons for not taking any steps despite giving assurance in the House;
(c) whether the Government will amend the Goa Ancient Monuments & Archaeological Sites and Remains Act, 1978 & Rules, 1980 to include places connected with first revolt against Portuguese in Goa, Goa Revolution Movement, Goa Liberation Movement such as Lohia Maidan Margao, Azad Maidan Panaji, Chieftains Memorial at Cuncolim and Martyrs Memorial at Patradevi and Assolna as protected monument/sites in Goa; if so, the timeline by which the same shall be done, if not, the reasons for the same;
(d) whether the Archaeology Department believes/ accepts that it is their moral responsibility to take care of all the places of historic importance; if so, the reasons the Archaeology Department is not taking any proactive steps to maintain places like Lohia Maidan Margao, Azad Maidan Panaji, Chieftains Memorial at Cuncolim and Martyrs Memorial at Patradevi and Assolna and ensure that they are free from the menace of drunkards and anti-social elements; and
(e) the details of the steps taken by the Government to undertake the structural and safety audits of the protected monuments in Goa along with the copies of the reports and current status of each monument including the details and current status of the repair/renovations/restorations/structural consolidations carried out at each monument?
