“The House strongly recommends the Government to take serious cognizance of the high unemployment rate in the State of Goa and initiate necessary steps to provide industry-demand based job skills to at least 20,000 unemployed youth in the next two financial years under Skill Development Mission and ensure that Goan candidates are preferred in private sector jobs in the State.”

This House strongly recommends the Government that the three linear projects of double-tracking of South Western railway lines, Tanmar Power Transmission and expansion of National Highway 4-A passing through the protected areas of Bhagwan Mahaveer Wildlife Sanctuary and Mollem National Park be scrapped in the interest of the public who have shown strong opposition to these three projects that threaten the ecology of the area and also in view of the recommendation by the CEC. Further, this House recommends the Government to withdraw all cases filed against citizens/NGOs for executing their Constitutional duty under Article 51-A (g) of protecting the environment against the three linear projects through peaceful protests.

“Fear and anxiety in the minds of Scheduled Tribe Community due to lethargic approach of the Government to provide political reservations to Scheduled Tribes in Goa. The Government must take immediate steps to provide political reservation to Scheduled Tribes of Goa. It is observed that despite Goa having 12.5% Scheduled Tribes population, they are being deprived their Constitutional Right of Reservation of Seats in Goa Legislative Assembly. The steps the Government intends to undertake/has undertaken in this regard and also to ensure that the Election Commission of India notifies Constituencies for Scheduled Tribes in Goa.”

Ministers Reply“Fear and anxiety in the minds of Goans and villagers of BHOMA and CORLIM that their traditional residential houses, Temples will be demolished, their tradition, culture and livelihood will be affected, due to the land acquisition notice issued under section 3 (G) (3) of the National Highways Act, 1956 by the office of the special land acquisition officer CALA, PWD (Cell), Altinho Panaji Goa in the local newspaper on 05.08.2023, as the Competent Authority of Land Acquisition (CALA) is in the process of determination of amount payable as compensation to the owners/interested persons, Notice to all the interested person in such lands is issued to appear before the CALA, on or before 25.08.2023 to submit their claims. The steps the Government intends to take in this matter".

Builders are trying to grab these Residental Clubs. What steps the Government will undertake to preserve and safeguard these heritage homes.

Fear and anxiety in the minds of the youths working under Goa Human Resource Development Corporation (GHRDC) as Security Guards. Their postings require them to travel over 50 kms from their homes to carry out their duties. Many youngsters from Canacona, Quepem, and Sanguem Talukas are assigned to Bambolim and Panjim. With meager salaries below Rs. 20,000/- these youths besides their travel fares for up and down journeys exhaust their energy in long journeys and find it extremely difficult to manage their families who are totally dependent on them. I appeal to the relevant authorities to show consideration by placing these security guards in more convenient locations, preferably within 20 kms of their residences.

(b) whether the Government is aware that the percentage of the passports surrendered by the Goans in the year 2022 was 45.2%, in the year 2021 it was 44.9%, in the year 2020 it was 45.3%, in the year 2019 it was 64.31% and in the year 2018 it was 70.47% of the total passports surrendered in the country and it was around 45% of the total passports surrendered in the country since the year 2020 as per the data of the Ministry of External Affairs, Government of India; if so, the steps taken by the Government to find out the reasons for such a high percentage of surrendering of passports by the Goans; if not, the reasons for not taking cognizance of the said report;
(c) the steps the Government has taken to find out the reasons for surrendering of Indian Passports by more than twenty eight thousand Goans in the last 10 years as per the data released by External Affairs Ministry, Government of India;
(d) whether the Government is aware of the fact that the Goans were compelled to surrender their passports due to the lack of employment opportunities, jobs, as well as non-conducive conditions to start their own business such as Red-Tapism in Government Administration; if so, the action taken by the Government; if not, the reasons therefor; and
(e) whether the data with name, address, age, qualification of the Goans that surrendered their passports has been collected by the Government of Goa; if so, furnish a copy of the same; if not whether the Government will collect the data in the interest of the State?

(c) whether any Gazettte Notification is published for notifying Sanction of the Scheme of the Salaulim and Anjunem Irrigation Project under Section 18 (2) of the Command Area Development Act 1997; if so, furnish copy of the same, if not, the reason for the same and timeline by which it will be notified;
(d) whether the Irrigation Command Areas can also be used as Flood Control Areas during Floods by releasing the water in the Command Areas: if so, whether the development of Command Areas for Commercial Projects can hamper Flood Control Measures; and

(b) whether the Government has introduced colour code, QR code for the tankers supplying portable water for drinking purpose; if so, the relevant technical and commercial specifications pertaining to the colour code and QR code issued to the tankers;
(c) With reference to Unstarred LAQ 113 (a) dated 24/7/2023, furnish copies of the test reports of water samples taken from various sources and different locations of distribution network and tested at the NABL accredited laboratories for physical, chemical, bacteriological and analysis as per Indian Standard Specification for drinking water from January 2023 till date;
(d) the details with date of inspection/test conducted by Public Works Department to check the quality of water at the sources of extraction such as wells, tube wells, bore wells, water tanks, rivers, dams, ponds, lakes, ground level reservoir, over head reservoir and other water sources from where the water is extracted by PWD/water tankers in the State; furnish taluka wise details along with copies of Inspection/Test Reports from January 2023 till date with reference to Unstarred LAQ 113(d) dated 24/07/2023); and
