PRIVATE MEMBERS RESOLUTIONS

SHRI MAUVIN GODINHO, MLA  moved the following:

“This House strongly recommends the Government as a step towards empowerment of the common man so as to legitimize a roof over his head and to fulfill his dream of owning his own house, the Government should confer legal status on houses built on Communidade land all over Goa after taking the respective Communidades into confidence. Governance being a continuous process, the present Government build upon the earlier proposal mooted in the year 2000 should legalize houses built on Communidade land. These steps to be preceded by strict regulations to check any further growth of illegal construction in Communidade land.”

“Grave anxiety in the minds of the people of Goa due to non- compliance of the instructions of Finance Department by the P.W.D. and deliberately not taking cognizance of the fact of a steep drop in   bitumen prices which

resulted in  a  loss  of  Rs.  100  crores  to  the  State  exchequer. Steps  the

Government  has  taken  to  prevent  this  loss  and  fraud  on  the  State

exchequer”.

 

SHRI RAMAKRISHNA DHAVALIKAR Minister for PWD made a statement in regard thereto.

“Fear and grave anxiety in the minds of the people of
Saferant, Adarshanagar and Assoi in Dabolim
Constituency in regard to collapse of the road side
retaining walls along with part of the road being washed
due to heavy rains that lashed Goa at Saferant near Sai
Baba Temple in Vaddem at Adarshnagar near
Vidyamandir School, Airport road and at Assoi opposite
Helber service station in Chicalim thereby exposing the
remaining parts of the roads, temple and the people
residing in the vicinity to imminent danger to their lives
and property. Steps the Government intends to take to
immediately repair reconstruct the retaining walls at all the
three locations and ensure overall safety of the temple,
motorist and the people. ”.

“Grave anxiety in the minds of the people of Vaddem and the surrounding areas in regard to a notification published by the Department of Inland Waterways on behalf of Goa Shipyard Limited(GSL/CMD/04 Secret Act of GSL Unit-I)notification was issued on 14th June,2012,by Under Secretary(Home) whereby if implemented would strongly impact access to the Vaddem beach to the public as well as denying the fishermen community their right to anchor their boats and thus depriving them from their livelihood, steps Government intends to take to protect the rights of the local people as well as the livelihood of the fishermen.”

ZERO HOUR MENTION

SHRI MAUVIN GODINHO, MLA made a mention about the grave
anxiety in the minds of the people of Dabolim and Sancoale due to the
arbitrary decision of the Town & Country Planning Department in not
approving place for construction citing a Forest Department letter dated
27/6/2013 merely saying that the particular survey number has been
identified for survey to be demarcated as Private forest. These include
lands which have valid conserver sanads and NOC from Forest
Department.

ZERO HOUR MENTION

SHRI MAUVIN GODINHO, MLA made a mention about the grave anxiety in the minds of the people of Goa particularly people associated with the Shipping Industry due to “tendering of foreshore land” and implementation of a 500% increase in the rentals by the Mormugao Port Trust, bringing to a halt all economic activity associated with ship repair, ship building, dry-docking etc. resulting in shutting down of most shipyards resulting in loss of jobs and livelihood, one of the industry which was a industry of the Goan economy.

Steps local Government will take to prevail upon the MPT not to implement decision that will shut down the ship repair and ship building industry.
