The Government Resolution was adopted unanimously.

 SHRI LAXMIKANT PARSEKAR, MLA moved the following:

“This House resolves that a bridge across the river Tiracol connecting the two villages Keri
and Tiracol in Mandrem Constituency be taken up immediately in order to cater the
needs of the people of those areas.”

SHRI LAXMIKANT PARSEKAR moved the following:

“This House strongly resolves that the House recommends to the
Government that the sewerage facilities be provided on priority to the
coastal villages of Morjim, Mandrem and Arambol of Mandrem
Constituency in view of the environmental hazards like contamination of
drinking water wells occurring for want of safe sewerage facilities”.

The Minister for PWD replied to the points raised by the mover.

The Resolution was withdrawn by leave of the House.

SHRI LAXMIKANT PARSEKAR moved the following:
 
“This House urges upon the Government to minimize the restrictions and
simplify the procedures into “single window” clearance to enable
ordinary citizens of Goa to build houses for themselves for self-use,
without the current bottlenecks and hassles, which will considerably
reduce hardship to Goans and also reduce corruption prevalent at grass
root levels due to the “licence raj” currently prevailing in regard to
permissions for self-housing”.

(1) SHRI LAXMIKANT PARSEKAR moved the following:

“This House unanimously resolves that the independent Power Substation

be set up in Mandrem Constituency in view of low voltage
problem, frequent power failures and large number of new consumers in
coastal belt of Mandrem Constituency.”

SHRI LAXMIKANT PARSEKAR called the attention of the Minister for
Education to the fear and anxiety in the minds of the students opting for
higher education for being deprived of ‘Interest Free Loan’ which is made
available to deserving students since 2002-2003 for want of financial
assistance in time.

regard thereto.

S/SHRI LAXMIKANT PARSEKAR AND DAMODAR NAIK called the
attention of the Minister for Education to the situation arising out of the
Government’s decision to grant Central University status to Goa
University which will have serious repercussions with respect to
reservation of seats to locals in Post Graduate Courses.

SHRI LAXMIKANT PARSEKAR called the attention of the Minister for
Education that the Government has lowered the pay scale of Principals of
Government aided Higher Secondary Schools appointed after 1998 to Rs.
8,000-13,500, while the Principals appointed before 1998 are being paid Rs.
10,000-325-15,200, thereby creating disparity in the pay scales of such
Principals against the principle of “equal pay for equal work.

SHRI ATANASIO MONSERRATE, Minister for Education made a
statement in regard thereto.

SHRI LAXMIKANT PARSEKAR  called the attention of the Minister
for Education to the fear and apprehension in the minds of students of
Pragati Women’s College of Education situated at Torsem in Pernem
Taluka due to inadequate & insufficient infrastructure, under-qualified
faculty, poor Library facilities and unhygienic & congested classrooms
thereby ruining their prospects of becoming Teachers despite heavy fees
paid and donations given for seeking admission into the said College.

 “This House condoles the sad demise of former President of India, Bharat Ratna Dr. A.P.J. Abdul Kalam, the `missile man’ who became popular as People’s President, in whose death the Nation lost a great patriot, great statesman, a great Scientist, a most illustrious son of India and an inspiration to the youth.”

SHRI LAXMIKANT PARSEKAR made a mention about the fear and anxiety in the minds of patients and their relatives visiting Asilo Hospital created due to incident of falling a hanging photo frame on the head of Sou. Prabhalata Naik, the relative who had come to visit the patient Sau. Tejaswini Naik who was undergoing operation today in Asilo.

SHRI VISHWAJIT RANE, Minister for Health replied to the mention.

SHRI LAXMIKANT PARSEKAR, MLA made a mention about the fear and anxiety in the minds of people of Goa regarding large number of works of construction of Low Cost Pour Flush Water Seal Latrines continuously being awarded to M/s. Sulabh International, Patna based on the order dated 26^th September, 1994 of which hundreds of latrines are yet incomplete all over Goa resulting in heavy financial losses to the Government.

SHRI LAXMIKANT PARSEKAR, MLA made a mention about the fear and anxiety in the minds of staff working as “Data Entry Operators” at North Goa Collectorate and South Goa Collectorate on contract basis in view of the advertisements published on the Navhind Times dated 27^th May, 2010 and 9^th July, 2010 inviting fresh applications to fill up 06 and 08 posts of Data Entry Operators in South and North Goa Collectorate respectively under the apprehension that they would loose their jobs.

SHRI   LAXMIKANT PARSEKAR made a mention about the
 floating of Global Tender by Ministry of Earth Sciences, Govt. of India
 for inviting  Expression of Interest from International Consultants for
 providing Project Management Consulting Services for setting up a
 World Class  National Oceanarium Project in Goa at Miramar, in the
 plot belonging to the Goa Govt. probably without the knowledge  of
 this State Govt. since Goa Govt. has simultaneously already  appointed
 Transaction Advisor and has approved the Project under PPP.

 DIGAMBAR KAMAT, Chief Minister replied to the mention.

3) SHRI LAXMIKANT PARSEKAR, MLA made a mention about fear and
anxiety in the minds of people of Mandrem Constituency and village of
Palye in particular for the delay in construction of approach road to
Kiranpani - Aronda Bridge on Kiranpani (Goa) side when 90% work of the
bridge and 100% work of the approach road in Aronda (Maharashtra) side
has been completed.
