            “Fear And Anxiety In The Minds Of The Locals Of Canacona Constituency Over The Temporary Closure Of The Route From Anmod Ghat To Goa, For Over Five Months Due To Road Repairs At Anmod Ghat  Resulting In Diverting The Total Traffic Through Karwar Karnataka To Goa, Thus Causing Heavy Pressure On Old Bridges At Mashem & Bhatpal And Other Smaller Accesses. The Heavy Vehicles Plying Have Taken A Heavy Toll Of These Bridges. Besides, There Is An Ill Equipped Disaster Management Authority In Canacona, Who Along With The Other Issues Also Deal With The Accidents Of Vehicles, Abrupt Stoppages At The Route, On One Reason Or The Other, Causing Disruption Of The Traffic. The Measures The Government Intends To Take To Tide Over This Situation.”

*WILL the Minister for Mines and Geology be pleased to state:

(a) the policy adopted or decision taken by the Government towards resumption of mining of iron or other mineral resources in the State, which was stopped since the year 2012 and further the year 2015 with judgment from the Hon’ble Supreme Court;
(b) furnish copies of correspondence between State Government and Central Government regarding resumption of mining activities from 01/04/2012 till date;
(c) furnish copy of the legal/administrative opinions/advises/ communications shared by the Office of Attorney General of Goa with regards to the Orders/Judgments of the Hon’ble Supreme Court on 7/2/18 declaring renewal of all 88 mining leases, extraction of iron ore illegal in the State since 12/11/2007;
(d) furnish a copy of the Judgment dated 7/2/2018 of the Hon’ble Supreme Court declaring/quashing the renewal of the mining leases by the Government as illegal;
(e) the steps taken by the Government for renewing the mining leases since 07/02/2018; and
(f) whether the Government has initiated the process of e-auction/ auction in case of the mining leases of iron ore for resumption of mining business in the State; if so, the details thereof?

  1. the reasons for not making the newly proposed District Hospital of Margao operational till date;
  2. the reasons for re-tendering the same;
  3. the reasons for earlier contractors to leave the work incomplete;
  4. the action initiated against the concerned officials/ contractors for having this project not completed during the last six years;
  5. the total amount estimated/projected to be spent on this District Hospital Margao Project with details enclosing all the copies of work orders issued to various contractors/suppliers/providers of equipment;
  6. the time frame by when the Hospital is expected to be handed over to the Health Department by GSIDC for commissioning, installations/operational purpose with details enclosing all such copies of communication with GSIDC;
  7. the additional amount the Government is paying as per the final assessment as compared to initial estimate prior to 2012;
  8. the reasons for not holding the officials/concerned authorities responsible for such negligence leading to loss to exchequer due to delay in project and loss of life in South Goa for not getting proper treatment when required;
  9. whether the decision has remained pending at Ministerial /Cabinet level for further processing of file of the said project; and
  10. furnish details of initial proposal being sent to the Minister/Chief Minister and subsequent approvals received from Minister/Chief Minister/Cabinet enclose all the file notings wherein various decisions were taken in this connection ?

the reasons for not making the newly proposed District Hospital of Margao operational till date;

Sir, the reasons for delay in completion of the work is as given in Annexure “A”.

the reasons for re-tendering the same;

The reason for retendering of the work is that the old work was foreclosed pending suitable decision on the use of the 4th & 5th floor of building and bed capacity of the hospital.

the reasons for earlier contractors to leave the work incomplete;

Since claims were received from all the contractors for escalation in rates due to inordinate delay in the project not attributable to them and as the contract agreements do not allow escalation, the contracts were foreclosed.

the action initiated against the concerned officials/ contractors for having this project not completed during the last six years;

Upon completion, the reasons for delay of the work shall be analyzed and suitable action as per Contract agreements shall be taken, if it is found that any contractor is responsible for the delay.

the total amount estimated/projected to be spent on this District Hospital Margao Project with details enclosing all the copies of work orders issued to various Contractors/ suppliers/ providers of equipment;

The total amount estimated/projected to be spent on this District Hospital Margao project is Rs.216.00 crore (approx.). The copies of work orders issued to the various contractors/suppliers/providers of equipment is as given in Annexure “ B”.

the time frame by when the Hospital is expected to be handed over to the Health Department by GSIDC for commissioning, installations/ operational purpose with details enclosing all such copies of communication with GSIDC;

The hospital is expected to be handed over to the Directorate of Health Services by GSIDC by 30th September 2019.

the additional amount the Government is paying as per the final assessment as compared to initial estimate prior to 2012;

Initially, separate tenders for civil works, HVAC work, firefighting work & lift work were called and total awarded cost of the same was Rs.105.11cr against the estimated cost of Rs.97.75cr. Work amounting to Rs.64.41 crore was executed and paid to the respective contractors. Post foreclosure of works, composite tender which included some more works such as LPG Bank, Laundry System, Hybrid system and additional works such as false ceiling, LV system, Steel OT’s, Medical Gas, CSSD, Interiors & STP, in addition to the contracts that were foreclosed, were awarded amounting to Rs.136.23cr against the estimated cost of Rs.121.66 cr.

Sir, as per the information furnished by Canacona Municipal Council, the details are enclosed at ANNEXURE-A.

So far, the Canacona Municipal Council has not undertaken any revenue generating projects for the last 5 years. However, the details of the Development works undertaken by the Canacona Municipal Council is enclosed at ANNEXURE-B.

  1. whether the Government intends to provide the list for names of works undertaken by the Government in various Constituencies for last 3 years till date, if so, furnish details thereof;

The list of projects undertaken through Goa State Urban Development Agency in the year 2016-17, 2017-18 and 2018-19 is enclosed at ANNEXURE-C.

The GSUDA implements projects as per the requirements/proposals received from the ULBs.

01 Pediatrician is deputed once a week from Hospicio Hospital, Margao.

There are 03 RMD’s in Canacona Taluka:

  1. RMD Molorem-Khola, Near Government Primary School, Molorem Post, Khanagani Canacona.
  2. RMD Agonda, Near Village Panchayat Agonda Canacona.
  3. RMD Maxem, Near S.S. Angle Higher Secondary, Depot, Maxem Canacona.

(j)

whether it is a fact that there are no RMDs in V.P. Cotigao and V.P Gaondogrim; if so, whether the Government intends to construct RMDs in Cotigao and Gaondogrim;

Yes, presently, there is no proposal with Government to construct RMD’s in Cotigao and Gaondogrim.

(k)

if so, the time frame and if not, reasons for the same;

Does not arise in view of reply to (j) above.

(l)

the number of doctors deployed at each existing RMD;

The doctors from Community Health Centre are deputed at RMD’s on rotation, as per the duty roster.

whether the doctors are available on daily basis i.e. day or night or number of days per week;

Sir, No. The doctors are available at RMD on rotation basis. The details are as per Annexure III.

whether the Government intends to depute doctors regularly, if so, the time frame for the same; and

The doctors can be deputed regularly once the doctors on Bond service join the Community Health Centre.
