Contaminated Water at Betim

“Fear and anxiety in the minds of the people of Ramnagar area, village Betim in Reis Magos. The water is contaminated and live microorganisms can be seen in the water which happens many times every year as the PWD pipe lines are layed in the road side drains which is the main cause of contaminated water. Every year there is breakout of typhoid, malaria and dengue in this area. Steps the Government intends to undertake to replace the said pipelines so that Ramnagar and people of the surrounding area will get clean potable drinking water.

Bad Condition of Public roads while traveling to Saligao to Mapusa

 There is a fear and anxiety in the minds of the peoples traveling from Saligao to Mapusa by Public road as the condition of the public road from main Saligao  Circle and near ex- Chief Minister Wilfred D\'Souza house is washed away and it is in very bad conditions, if not repaired on urgent basis it can lead to fatal accident. Already accidents have occurred leaving people with serious injuries.As most of the local population including school children\'s uses this road it is a cause of concern. So in order to avoid further major casualties PWD shall get the said area/ portion of the road repaired on priority basis.

064 - PROGRAMME UNDER CHILD LABOUR PROJECT

WILL the Minister for   Labour and Employment be pleased to state:

(a) whether in view of the fact that child labour could not be fully eradicated the Government has provided logistical and monetary support to States to contain this critical problem and if so the details thereof; the extent to which the child and Adolescent labour (Prohibition and Regulation Act) has been effectively enforced in the State as the child Labour Employment is vogue in many parts of the State;
(b) the number of cases of violation reported by the inspection officer, Constituency-wise and the number of programme conducted under the National Child Labour Project and the number of child labour saved and enrolled in the special training centres;
(c) whether a number of welfare scheme have been formulated and implemented for the unorganized works particularly for rural and Agricultural labourers; if so, the details thereof along with the monitoring mechanism of the scheme particularly in case of accident;
(d) the details of fund allotted and utilized under the scheme during each of the last three years and the current year, Constituency and scheme-wise; and the number of agricultural labourers benefited by these schemes during the said period constituency wise and other steps taken by the Government for the welfare of the agricultural labourers in the State;
(e) whether the Government propose to upgrade Employment Exchange as Vocational/Career Development Centre; if so, the details thereof; the Constituency-wise number of construction worker in the State;
(f) whether the death at construction sites are reportedly increasing in the State; if so, the details thereof during the last three years Constituency-wise;
(g) the details of guidelines issued to private and public construction major on the safety and security of construction labourer at construction site;
(h) the different schemes for construction labourers;
(i) the total amount/funds collected under workers welfare cess and amount utilized for the welfare;
(j) the steps taken for proper utilization of such funds?

065 - PRADHAN MANTRI FASAL BIMA YOJANA IN THE STATE

WILL the Minister for Agriculture be pleased to state:

(a) the details of success achieved by the Government in the implementation of the Pradhan Mantri Fasal Bima Yojana in the State; and the number of farmer insured under the scheme in the State;
(b) the type of crop for which insurance has been sought thereunder and the amount of insurance money disbursed till date in this regard;
(c) whether the Government has launched a pilot programme for promotion of nutria farming and introducing new crop varieties that are rich in micro-nutrients such as iron-rich bajra, protein-rich  maize and zinc-rich wheat; if so, details thereof including the quantum of funds earmarked for the implementation of these project;
(d) whether the Government is satisfied with various concession incentives provided to the farmer for development and Agriculture sector; if so, the details thereof and  the reaction of the Government thereof;
(e) whether suggestion have been received from various quarter to give Agriculture the status of industry; the details of comprehensive action plan initiated by the Government for sustained development of Agriculture sector and benefits to the farmer including the outcome thereof;
(f) the funds earmarked from current year budget for rural sector and Agriculture Sector; the percentage of total Budget allocated for the purpose of Agriculture Development;
(g) whether any priority areas have been identified so far  and if so, the details thereof; 
(h) the details of amount allocated and spent by the Government for ongoing/pending Agriculture project for farmers during the last three year; whether the Government has taken any effective step so far for doubling the income of farmers; if so, the details thereof; and 
(i) whether the data of beneficiary farmer have been collected; and if so, the details Constituency-wise?

*WILL the Minister for Panchayati Raj be pleased to state: 

(a) whether there is any proposal from the Government to make increment in the salaries of the Sarpanchas, Dy. Sarpanchas and Panchayat Members; if so, the details thereof; 
(b) whether the Directorate of Panchayats will take the responsibility of the same; if not, then the Authority that is responsible to do the same; 
(c) whether compensation will be given in a case if casualty or incident happens while on duty; 
(d) whether there is any funds allotted to the Panchayats for animal welfare; if so, the year-wise details of the same; and 
(e) whether the Government is considering to provide additional funds to improve the functioning of Panchayati Raj Institutions; if so, the details thereof? 
 

Answer:

(a) whether there is any proposal from the Government to make increment in the salaries of the Sarpanchas, Dy. Sarpanchas and Panchayat Members; if so, the details thereof; 

Answer:- Sir, The Salary of Sarpanch, Dy. Sarpanchas and Panch Members have been recently enhanced. Vide Notification No.22/4/DP/2010/1360 dated 21/02/2019. Presently there is no any proposal to increase salaries of the Sarpanchas, Dy. Sarpanchas and Panchayat Members.


(b) whether the Directorate of Panchayats will take the responsibility of the same; if not, then the Authority that is responsible to do the same; 

Answer:-The proposal of Salary of Sarpanchas, Dy. Sarpanchas and Panchayat Members if any will be initiated by Directorate of Panchayats 


(c) whether compensation will be given in a case if casualty or incident happens while on duty; 

Answer:-There is no such provision under Goa Panchayat Raj Act, 1994 for compensation will be given in case if casualty or incident happens while on duty.


(d) whether there is any funds allotted to the Panchayats for animal welfare; if so, the year-wise details of the same; and 

Answer:-No
(e) whether the Government is considering to provide additional funds to improve the functioning of Panchayati Raj Institutions; if so, the details thereof?

060 - PROJECTS IDENTIFIED UNDER SWADESH DARSHAN

WILL the Minister for Tourism be pleased to state: 

(a)    whether the Swadesh Darsahn – Integrated Development of theme based Tourist Circuits and pilgrimage Rejuvenation and Spiritual Heritage  Augmentation Drive ( PRASHAD ) had been launched by the Union Government for the development of tourism infrastructure in the State; if so, the details and the facts thereof along with the aims and objectives of the said Schemes; 
(b)     the Constituency- wise number of projects identified under the Swadesh Darshan and the funds sanctioned in this regards along with the religious sites identified under the PRASHAD Scheme and the funds sanctioned for these sites; 
(c)      whether the Government proposes to include more projects/ sites under these Schemes; if so, the details thereof and if not, the reasons therefor; 
(d)    whether the Government has recently proposed to launch new tourism projects to promote tourism at large scale in the State; if so, the details thereof; and 
(e) whether the Government has sanctioned such projects for the State that has immense potential for tourism development; if so, the details thereof?

a)

Whether the Swadesh Darshan - Integrated Development of theme based Tourist Circuits and Pilgrimage Rejuvenation and Spiritual Heritage Augmentation Drive (PRASHAD) had been launched by the Union Government for the development of tourism infrastructure in the state; if so, the details and the facts thereof along with the aims and objectives of the said schemes.

Answer

Yes Sir.

The Ministry of Tourism, Government of India has launched Swadesh Darshan Scheme in the year 2014-15 to promote, develop and harness the potential of tourism in the country.

This scheme is envisioned to synergize with other schemes like Swachh Bharat Abhiyan, Skill India, Make in India etc. with the idea of positioning the tourism sector as a major engine for job creation, the driving force for economic growth, building synergy with various sectors to enable tourism to realize its potential.

The Ministry has also launched theme based Tourist Circuit and Pilgrimage Rejuvenation and Spiritual Heritage Augmentation Drive (PRASAD) in the year 2014-15 with an aim to develop and identify pilgrimage sites across India to integrate the same in prioritised, planned & sustainable manner for enriching the religious tourism.

Under the PRASAD Scheme, one project of “Development of Basilica of Bom Jesus” has been proposed for funding for an amount of Rs. 40.79 Cr. The said project is approved in principle; however final sanction letter is not received from the ministry.

b)

the Constituency-wise number of projects identified under the Swadesh Darshan and the funds sanctioned in this regards along with the religious sites identified under the PRASHAD scheme and the funds sanctioned for these sites.

Answer

Under Swadesh Darshan, Government of Goa has taken the advantage of developing infrastructure to harness the tourism potential in the State. Two projects are sanctioned under the said scheme:

  1. Development of Coastal Circuit-I (Sinquerim-Baga, Anjuna-Vagator, Morjim-Keri, Aguada Fort and Aguada Jail) in Goa under Swadesh Darshan Scheme, sanctioned on 01/06/2016 for an amount of Rs. 97.64 Cr., and the actual cost of completion is Rs. 140.87 Cr, which is completed in the year 2021. The details of the same are attached as Annexure ‘A’.
  2. Development of Coastal Circuit II: Rua De Ourem Creek- Dona Paula- Colva-Benaulim under Swadesh Darshan Scheme, sanctioned on 28.06.2017 by Ministry of Tourism, Govt. of India for an amount of Rs. 99.35 Cr, and cost of the work is Rs.140 Cr. Work is in progress, has achieved overall progress of  60% as on date. The project is expected to be completed by December 2022. The details of the same are attached as Annexure ‘A’

PRASAD:

Under the said scheme, the Department had submitted proposal comprising many religious tourist destinations in the form of DPR captioned “Heritage and Hinterland Tourism in Goa” for an amount of Rs. 74.77 Cr. 

After discussion with the stake holders, the Ministry has short listed the following religious destinations vide their letter dated 27.04.2018:

i) Bom Jesus, Old Goa

           ii) Se Cathedral, Panaji

Subsequently, the Department had prepared DPR in consultation with the Church Authorities & other stakeholders and was submitted to the Ministry for approval on 21-08-2019. The final approval is awaited from the Ministry.

c)

whether the Government proposes to include more projects/sites under these schemes; if so, the details thereof and if not, the reasons therefor;

Answer

Till date, no new proposal is submitted.

d)

whether the Government has recently proposed to launch new tourism projects to promote tourism at large scale in the State; if so, the details thereof; and

Answer

Yes.

Ministry of Tourism has proposed to develop Colva Beach as an Iconic destination, which has immense potential for tourism development.

The Ministry has appointed M/s. Deliotte Touche Tohmatsu India LLP as Consultant for the above project who in consultation with the State Government and concerned stake holders has prepared the DPR for an amount of Rs. 178.7 Cr which is under evaluation with Ministry for approval. 

e)

whether the Government has sanctioned such projects for the State that has immense potential for tourism development; if so, the details thereof?
