Valedictory remarks by the Hon'ble Speaker for Eleventh Session ( 11th January -15th January , 2016) of the SixthLegislative Assembly of the State of Goa

View / Download 124.18 KBbrought to the notice of the House that some Members/party workers of one political party, two days back held a demonstration at Azad Maidan stating that democracy is murdered in the House for not allowing sufficient time for discussing questions and the Assembly is not running properly and allegations on the working on the House. As Members of the House must maintain decorum of the House and allow the Speaker to run the House as per the Rules.
He further stated that such mockery should not be made in public places. My request is to find out which party workers are doing this and they should be told to protect and request the dignity of the House.

Under Rule 70(6) of the Rules of Procedure and Conduct of Business of the Goa Legislative Assembly, the Motion shall not anticipate a matter which has been previously fixed for consideration. In such circumstances, such Motion is not normally admitted. If the Members want to censure the Government, there are ample opportunities available to them to raise the issues through other means. The Business has already been fixed in consultation with the Business Advisory Committee and the recommendations of the Business Advisory Committee allocating the time for the Business has already been approved by this August House. As per the Rule 268 of the Rules of Procedure and Conduct of the Business of the Goa Legislative Assembly, the Financial Business is required to be disposed off by giving priority, and I am therefore bound by this Rule. I would also like to quote the Ruling of the former Speaker Shri Shivraj Patil of Lok Sabha (1996-97) which was reported in the Journal of Parliamentary Information June 96 Volume XLII and also as per Kaul and Shakdher Sixth Edition,page 533 which reads clearly that “Adjournment Motions are not normally allowed during the Budget Discussion or during the Discussion on the Motion of Thanks on President‟s Address as the Members have sufficient
opportunities to focus the attention of the House to any matter during that discussion”. I therefore disallow the Adjournment Motion.

:- Informed the House that, we as Members, Should ensure that there should be a smooth functioning of the business transacted in the House without interruption/disruptions in the House , by maintaining decorum in the House, we being the representatives of the people of the state, should deliberate on important issues of urgent public importance, without wasting the precious time of the House. this is a vital aspect of a successful democracy.
As regards, the functioning of E- Assembly, I would like to state that, it is one of the best in the Country, since we have taken utmost care for its smooth functioning. In order to resolve certain issues as regards questions, a meeting with
Chief Secretary, was held and the necessary instructions in this regards are issued to the Heads of the respective Departments.

(Amendment) Act, 2000 to make Mundkar Protection Act applicable to
evacuee property thereby bringing correction in the record of rights under
Section 103 to change the entry in the I & XIV form from Government of
Goa to other custodian of Evacuee property only to facilitate the early
settlement of mundkar cases.”

“Fear and apprehension in the minds of the people of Mayem that despite the 50 years of liberation of Goa the Local Villagers are still deprived of their proprietary rights in respect of their own land due to existence of the title ‘Conde’ and ‘Condavde de Mayem’conferred during the Portuguese regime is still continuing even after the liberation of Goa,steps the Government proposes to take to restore the rights of the villagers in their own land.”

“Fear and Apprehension in the minds of Villagers of Maulinguem in Mayem Constituency pertaining plight of tillers/cultivators in Maulinguem Village and eminent threat of breach of peace due to illegal activities/claims by some persons. Recently there has been tension in Maulinguem North over harassment caused to the Villagers due to frequent police complaints and false complaints pertaining the lands which Villagers are claiming to be cultivating since time immemorial. Steps the Government proposes to take to avoid threat of law and order problem in the State.”

minds of the people of Karapur, Sarvan, Mayem, Dhabadhaba and other
surrounding areas of Bicholim taluka because of the destruction caused
by the panthers in the area and also killing of domestic animals and
injuring villagers of the area.

1) SHRI ANANT SHET, Dy. Speaker made a mention about “
i) “the matter of land slide by the side of main road Pilgao to Narve in Mayem Constituency. Every time during the monsoon season the loose mud on the hillock with the big boulders come rushing down the road, which had been cut straight, putting the life of the general public and passes by into the danger. By the grace of God no tragedy is been reported yet. But we should not wait for the same.
ii) The work of widening of the road by cutting the dangerous hill is sanctioned but awaiting for execution due to land acquisition. The land acquisition process to be expedited to take up the work on priority basis.
iii) The side wall of ‘holy tank’ of Shri saptkoteswar Devastha had collapsed recently over which approach road to the famous temple passes, putting the general public and tourist visiting this tourist spot to hardship therefore it is the need of the hour to take up the re-construction of this side protection wall under the disaster management fund steps to beinitiated urgently.”

“the shear negligence on the part of PHC Doctor at Sanquelim PHC yesterday morning where Mr. Mahesh Gaonkar Resident of Kudchirem was taken to hospital for chest pain and reluctance on the part the Doctor present for the adequate treatment caused the life to Mr. Mahesh Gaonkar.”

system in the State has collapsed due to employees’ strike causing

SHRI ANANT SHET, MLA made a mention about the fear and anxiety in the minds of people especially from the villages Narve and Pilgao of Mayem Constituency in particular and pedestrians in general as there is heavy landslide occurred on the road from Pilgao to Saptkoteshwar Narve causing danger to life of general public. In spite of repeated appeal on the floor of the House to cut the hill prone to landslide nothing is been done.

SHRI ANANT SHET, MLA made a mention about the fear and anxiety in the minds of the people of Mayem Constituency and Jambulbhat and Kelbaiwada in particular regarding detected cases of Chikungunya and increasing cases having symptoms of fever and joint pain at Bambolim Health Centre. The disease is spreading at a faster rate causing concern amongst people and non availability of medical facility.
